Accordingly, they argue that now is the best time to establish the sharing parameters between DSRC and unlicensed devices before any significant deployment. Moreover, according to the cable industry, sharing should be possible as both services are based on the same family of IEEE technical standards: 802.11a for DSRC and 802.11ac for “gigabit” Wi-Fi. Nonetheless, the cable interests recognize that stakeholders – DSRC, cable and others – need to agree on a sharing methodology for the 5.9GHz band. Finally, Congressional submissions

Leaders of the key transportation subcommittees of the House Committee on Transportation and Infrastructure, Chairman Tomas Petri (R-Indiana) and Ranking Member Peter DeFazio (D-Oregon) of the Subcommittee on Highways and Transit, urge the FCC not to make any decision about possible spectrum sharing until NTIA completes its proposed testing to verify that DSRC operations would not suffer harmful interference. Representative John Dingell (D-Michigan), a longtime supporter of the automobile industry, also submitted a similar letter to the FCC calling for NTIA testing and confirmation of no interference before spectrum sharing is permitted in the 5.9GHz band. A further bi-partisan Congressional letter from four representatives – Darrell


Issa (R- California), Anna Eschoo (D-California), Bob Latta (R-Ohio) and Doris Matsui (D-California) – stress that, given the “immediate economic and consumer benefits” from expanding Wi-Fi into the 5.9GHz band, the FCC should proceed “expeditiously” with testing of spectrum sharing solutions between Wi-Fi and DSRC. Remarking that the DSRC spectrum was allocated in 1999, the letter acknowledges the “important research and development efforts” for DSRC to date, suggesting there is some doubt that DSRC will ultimately be deployed. In addition, three of the representatives are from California, where many of the leading Wi-Fi industry stakeholders are located. With the comment period now


closed, parties are starting to meet with FCC Commissioners and staff to advocate their positions. We will continue to monitor and report on future developments.
