and riders include HOV-3, meaning that carpools must con- tain three humans, not two, to enter HOV because that pro- vides protection for the driver and the rider; a large employer near one end of the line while the other end has good park- ing; and there needs to a back-up transportation system in case there are too few drivers. If sluggers can decide at the last minute to take a train or bus, they are much more likely to seek an unoccupied seat in someone’s car. In economic terms, those seats are “excess capacity” and


filling them becomes a social good. A fourth person in the car, oddly enough, creates the economic “free rider” issue and is frowned upon in slugging etiquette. If drivers can’t find enough riders to use HOV lanes and HOT discounts, they won’t look the next day; consequently, few riders try to cram into the same car even if the driver doesn’t care. At first, transit companies were opposed to casual car-


pooling, as indeed, the name “slug” is derogatory. Bus drivers originally called the cued up lines of people “slugs” because they were fake transit riders, not willing to hop aboard transit unless there were no car drivers looking to fill excess capac- ity. In much the same way bus drivers look out for fake coins, or slugs, being thrown into the fare-collection box. Today, transit firms on both coasts realize that slugs are part-time transit riders, almost always going the last mile or two on transit, and occasionally taking the whole trip. “The reason slugging isn’t in other places may be that the


rewards for carpooling are just too low,” Oliphant says. “It’s almost like Americans have mutated into a new species with an exoskeleton, the car, which we carry with us every time we go outdoors. “If we filled our vehicles with higher occupancy, we’d be

able to move the same number of people for a lot less money. Think about it. Your average parking space is much larger than your average office cubicle, isn’t it? Doesn’t it seem odd that your employer is giving more space to your exoskeleton than your body?”
