The Provincial Minister for Roads and Transport in Gauteng, Dr Ismail Vadi, has announced the imminent launch of the Gauteng Transport Commission. Explaining a phased approach towards the establishment of a fully-fledged trans- port authority, Dr Vadi said that the transport commission as an initial step will not be an authority with “overarching powers”, as the province’s “powerful” municipal authorities have significant constitutional powers that cannot simply be overrun by a provincial body. Vadi says the commission, as “an overarching structure”


will serve as a stepping stone to the formation of a full-blown transport authority, overseeing transportation planning and project execution in Gauteng. He believes this could eventu- ally happen, as the commission gains experience “in its rela- tionship to the metros”. Vorster told Thinking Highways that in September 2013


the City of Cape Town established a Metropolitan transport commission, known as Transport for Cape Town (TCT) with Melissa Whitehead as its first Commissioner. Announcing the establishment of TCT, the Member of the


Mayoral Committee responsible for transport in Cape Town, Brett Herron, said that TCT is a catalytic event that will in time come to fundamentally change the economic, environ- mental and social sustainability of Cape Town by ushering


in a new public transport order. Cape Town’s Integrated Rapid Transport (IRT), generally known as “MyCiTi” started almost three years ago as a fledgling service for the 2010 FIFA World Cup. Herron says MyCiti has since activated new routes, pro-


cured nearly 350 new buses – most of which have been assembled locally – constructed dozens of modern stations and hundreds of bus-stops, introduced one of the most advanced fare collection systems in the world, and put Cape Town’s commitment to universal access and modal integra- tion firmly into action.


RAPID DEVELOPMENT Vorster concludes that while the controversy around e-toll- ing has put a dampener on that part of the ITS industry, the prospects of the public transport sector is hugely positive. There are already three multiple BRT systems in operation in Cape Town, Johannesburg and in Durban and are ready for expansion. In addition there are 10 more BRT systems either under construction or on the planning table or in a conceptual stage. “ITS South Africa has recently introduced a tender noti-


fication service to its members and there are weekly new tenders being issued, ranging from developing integrated transport plans, to CCTV, automated fare collection, fleet management, sustainable transport strategies, e-law enforce- ment,” he says, “not to mention overload control, urban traf- fic management and many more besides.” In a recent survey amongst members of ITS South Africa


as part of ITSSA’s strategic review, they rated their optimism in the future of the industry. A total of 41.3 per cent said they were “very optimistic” and a further 37 per cent said they were “optimistic” while 13 per cent responded with a neutral answer. This left just 6.5 per cent of responders “concerned” and 2.2 per cent “very concerned.” The ITS industry in South Africa will continue to grow


and institutional structures such as the Transport for Cape Town and the planned Gauteng transport commission will contribute hugely to promote transport integration and interoperable operations. The final word goes to Vorster: “Policy and planning initiative such as the ITMP25 will stimulate a renewed thrust for the planning and deployment of ITS programmes.”
