Allegheny County Office of the Public Defender Shanicka L. Kennedy, Esq., the first Black chief


deputy director of the Allegheny County Public De- fender’s office, takes seriously the importance of pro- tecting defendants’ constitutional rights. Kennedy, a Peabody High School graduate, holds a bachelor’s in political science from Howard University and a Juris Doctorate from Duquesne University School of Law. She has also studied abroad at China University of Po- litical Science and Law. She began her career as a prosecutor with the Allegheny County District Attor- ney’s office before entering private practice at Burns White LLC. Kennedy’s dutieswith the PublicDefender’s office include supervising more than 80 attorneys. Kennedy, amember of the Allegheny County Bar Asso- ciation, is a member of the organization’s judiciary committee, which evaluates candidates for the Al- legheny County Court of Common Pleas. She is also a member of the PBA Minority Bar Committee. She has also provided pro-bono services through Neighbor- hood Legal Services and KidsVoice and has served as a mentor to high school students and law school stu- dents. She is vice chairperson of the Three Rivers Cen- ter for Independent Living services board, secretary of the Wesley Spectrum board, a member of the NLSA board and a member of the Criminal Justice Advisory Board. She has previously served as chairperson of Pittsburgh’s Ethics Hearing board, was a member of the Pittsburgh Public Schools’ Occupational Advisory committee and is an adjunct professor at CarlowUniversity. She has instructed students at the University of Pitts-

MONICA D. LAMAR Principal


Pittsburgh Dilworth Pre-K-5 During her tenure as principal of Pittsburgh Dil-


worth PreK-5th grade, Monica D. Lamar has seen test scores, school pride and individual self esteem soar. Lamar, who has been principal for 12 years, has worked in the school for 16 years. As an ad- ministrator, she and faculty have improved student test scores each year and the school has achieved adequate yearly progress for six consecutive years. She uses an approach of working with staff, stu- dents and parents to create school plays, mentor- ing programs, homework clubs and other initia- tives to keep students engaged at all levels. She also has created workshops and trainings for par- ents and home visitations to help understand how to best help parents help students. In 2008, Lamar discussed “PULSE-Pittsburgh Public School Pay for Performance Program” at the National Associ- ation of Elementary School Principals Conference. Lamar, holds a bachelor’s in education from Slip- pery Rock University and a masters in Education fromthe University of Pittsburgh. Shewas selected as a member of the inaugural class of Duquesne University Barbara L Jackson Scholar Network, which encouraged African-American students completion of dissertation studies. Lamar is a member of Mt. Ararat Baptist Church, Alpha Alpha Omega of Alpha Kappa Alpha Sorority Inc. and is a board member for Allegheny County Drug and Al- cohol Council.
