Investing in our future

THE South West is one of the most beautiful parts of the UK with the majority of our population living in small, widespread rural communities, and relatively small towns and cities.

This spacious quality is a challenge. We have problems with housing shortages and shrinking services for rural communities, and the region is far more dependent on cars than other parts of the country. Additionally, the transport network suffers from poor journey times and congestion as well as poor weather and frequently difficult road conditions. Freezing conditions, snow and flooding can result in partial closures of the M5 and A303, the main arterial routes into the South West. Such closures have a serious economic and social impact. The cost to the region’s economy of 2010’s heavy snowfalls was estimated to be as high as £676.8m.

The Construction Industry Council (SW), the forum for construction-related bodies in the South West, welcomes the Government’s commitment to investment in infrastructure announced in the Autumn Statement. The green light given to the South Devon Link Road, the South Bristol Link and the rapid transit bus route from Ashton Vale to Temple Meads is a step forward for the region. But there is much more that can be done, for example, the much- needed dualling along the A303. The CIC (SW) also welcomes

the Growing Places Fund. Local Enterprise Partnerships across the South West have been given some £48m to help get building projects off the ground. The funding, which will be co- ordinated through the Local Enterprise Partnerships (LEP), can be used to help develop road schemes, retail and commercial projects as well as delivering homes and securing private investment.

Trish Johnson.

For the engineering and construction sectors, schemes like these are crucial. We must also be involved in the development of infrastructure projects from the beginning. Developing strong relationships with local LEPs has to be part of any construction group’s strategy. Funding for transport and infrastructure are being channelled through these partnerships so we have to ensure our sectors’ voices are heard. As the Government has now recognised, long-term investment in infrastructure stimulates economic growth, creating jobs and homes. It also creates the resilience our critical systems so badly need to ensure continued and sustainable economic development. For the South West, often wrongly perceived as being just a tourist and retirement area, investing in construction is investing in our future. Article by Trish Johnson,

Regional Director for the Institution of Civil Engineers in the South West and committee member of the Construction Industry Council (SW).
