Nelson said that unless changes are made, he’ll be running for re-election in the new District 13, a sprawling area that extends west from Dysart Road in Goodyear, eventually swings north to the Yavapai County line and then heads west all the way to the Colorado River with lots of open desert in between. “This is a huge area that, in my opinion, really doesn’t bring communities of interest together,” he said. “I really think the commission did a disservice by splitting up the state this way.” Nelson also argued the new District 13 isn’t quite as bad as the new District 4, which takes in a portion of south Goodyear and then extends west to the Colorado River, south to Mexico and swings southwest almost all of the way to Tucson.

Voters took the job

away from the Legislature Arizona voters approved Proposition 106, which created the Independent Redistricting Commission in 2000 and took the redistricting process out of the hands of the governor and the Legislature. Political experts say that redistricting creates high stakes for political parties, because lines are drawn in such a way that can boost or hurt a candidate’s prospects to win an elective office.

Democrats hope for

a more level playing field Two West Valley lawmakers, Rep. Anna Tovar and Rep. Martin Quezada, both Democrats, represent the current legislative District 13 and say they support the new legislative district maps. Tovar, the House minority whip, said that in the fall, she plans to run in the new District 19 that was largely created by splitting her current district. The new District 19 covers

“They are not perfect, regardless of whether you’re Democratic, Republican or Independent, but voters made it very clear that they wanted the politicians out of the redistricting process,” she said. Quezada, an attorney who was appointed to the District 13 House seat earlier this year, said he will run for election this fall in the new District 29. He said that despite the new legislative maps, Republicans

are likely to retain a majority in both the Arizona Senate and House after the fall election. Quezada also argued that because of the way the lines were drawn, Arizona may become “much more competitive” on the political battle front. “They are going to give Democrats an opportunity, not a guarantee, but an opportunity to become a lot more relevant in state politics, particularly in the legislative districts,” Quezada said. That is probably the reason why the Republicans are fighting so hard, he said.
