Shaheen Requests Audit of Conference Spending at Agencies
With taxpayers across the country expressing outrage over the recent discovery of inappropriate spending by the U.S. General Services Administration (GSA) at a Las Vegas conference, U.S. Senator Jeanne Shaheen (D-NH) requested that all top-level Administration agencies submit a detailed report on their conference spending. Shaheen sent letters to the inspectors general of all 15 Cabinet-level agencies asking them to ensure that use of taxpayer funds is in line with federal law and regulations. “I share the public’s concern with the recent revelations of excessive spending at the GSA conference in Las Vegas,” Shaheen said. “This spending not only shows an inappropriate use of taxpayer money, but it also reveals an alarming lack of accountability and oversight in this department. When such failures of oversight come to light, it is important that we ensure that similar problems are not occurring elsewhere.” Below is the letter sent by Shaheen to the inspectors general of Cabinet-level agencies.
Dear Inspector General:
In light of the recent discovery of wasteful and inappropriate spending on conferences at the General Services Administration, I am sure you recognize the need for thorough scrutiny of these expenditures. I request that you provide my office with any investigations of conference spending your office has produced and, if you have not examined such spending in detail, that you perform an audit of any questionable conference expenses to ensure taxpayer funds have been spent in accordance with federal law and regulations. As you know, the General Service Administration’s (GSA) Inspector General recently released a report on the agency’s $832,000 conference in Las Vegas in 2010. The investigation revealed a significant lack of accountability at GSA and detailed numerous instances of waste and excess that violated federal procurement law and the agency’s own policies. The Obama Administration has taken a number of landmark steps
to improve transparency in federal spending and reduce waste. Last year, President Obama issued an Executive Order directing all federal agencies to reduce spending on conferences and travel by
Senators Introduce Legislation to Bolster Small Business Access to Capital
U.S. Senators Olympia J. Snowe (R-Maine), Mary L. Landrieu (D-Louisiana), and Jeanne Shaheen (D-New Hampshire) have introduced legislation, S.2364, that would extend for one year a provision allowing small business owners to use Small Business Administration (SBA) 504 loans to refinance existing commercial mortgages. The measure, originally enacted as part of the Small Business Jobs Act of 2010, did not become operational until February 2012, significantly shortening the period of time that business could use 504 loans to refinance qualifying existing debt. It is set to expire on September 27, 2012. “Access to capital is lifeblood for our nation’s small businesses and entrepreneurs,” said Senator Snowe, Ranking Member of the Senate Committee on Small Business and Entrepreneurship. “SBA’s 504 loan program has helped create over 2 million jobs at no cost to taxpayers. Reauthorizing this refinancing provision will allow the measure to aid more business owners for an additional year.” “Extending the 504 refi program is a common- sense way to help small businesses and create jobs,” said Senator Landrieu, Chair of the Senate Committee on Small Business and Entrepreneurship. “By allowing small businesses to refinance qualified commercial real estate debt, this program lowers their monthly mortgage payments at no cost to taxpayers. At a time
when we are still facing high unemployment, this extension is one of many things that we should be doing to put more capital in the hands of America’s job creators.” “By allowing small businesses to use this
program for refinancing, we are giving them access to historically low interest rates and cost stability that will allow them to expand and add jobs,” said Senator Shaheen, a member of the Committee. “Small businesses in New Hampshire need access to capital and this program is achieving that at no cost to taxpayers.” The 504 loan program is a long-term financing tool for economic development that provides small businesses with long-term, fixed-rate loans to help them acquire major fixed assets for expansion or modernization. Certified Development Companies (CDC) work with the SBA and private sector lenders to provide financing to small businesses under the 504 loan program. A CDC is typically a private, nonprofit corporation set up to contribute to the economic development of its community. The Small Business Jobs Act of 2010, enacted on September 27, 2010, allowed small businesses to use the 504 loan program to refinance certain qualifying existing debt for two years, but the SBA did not promulgate regulations to implement the refinancing provision until February 17, 2012.

UNH Cooperative Extension Soils Lab Reaches 20,000 Samples
submitted by UNH Cooperative Extension UNH Cooperative Extension reached a milestone April 11 - it processed its 20,000 soil sample.
Since the early 1900s, UNH and UNH
Cooperative Extension have provided soil analysis and nutrient recommendations to researchers, farmers and homeowners. The current services, a collaboration between UNH Extension and Penn State, began in April 2005 when the Analytical Services Lab run by the College of Life Sciences and Agriculture, closed its doors.
Extension continued to offer the service by
working with the Analytical Services Lab at Penn State, which uses the same testing methods, ensuring continuity with the results. The Extension program began with a Commercial Turf sample from a rugby field in April, 2005. The 20,000th sample was submitted in April on the newly-offered High Tunnels form. In addition to soil fertility information for
homeowners, the soils program also offers specific fertilizer and lime recommendations for commercial fruit and vegetable farmers, commercial corn, forage and pasture, non- commercial hay and pasture, commercial landscape, commercial turf, commercial greenhouse and container grown crops, biosolids, compost, and Christmas trees. A new high tunnels form initiated in 2012
gives specific recommendations for growing in high tunnel greenhouses. The soil testing procedures used are best suited to typical New England soil types. Lab results are reviewed
by an Extension state or field specialist and the report is then sent to the client. The recommendations are based on the latest research conducted in New Hampshire and the northeastern states. The annual seven-year average number of soil samples processed is close to 3,000. The majority is submitted by New Hampshire residents looking for fertilizer and lime recommendations for vegetable gardens and lawns.
Since 2005, when 2,148 samples were submitted, there has been a 50 percent increase. The home, grounds and garden standard test, which now includes both organic and conventional fertilizer recommendations, also includes a lead screening analysis. This is important information for those who are growing vegetables for consumption. Many factors drive soil sample numbers; weather plays a significant part. March and April are typically the busiest months. March 2011 was colder than average and the ground remained frozen in many parts of the state. The soil testing office processed 57 samples. The warm weather this March sent people outside to their gardens in droves, and 336 samples were received. The cost for a Standard Home Grounds and Garden test is $17 and includes both conventional and organic recommendations. The form is available for download at:
