The year 2011 marked a continuation of the progress and strides achieved in 2010, which included major capital projects such as the iconic and colorful 83,000 square-foot Randall McDaniel Sports Complex, a fourth public safety substation at Estrella Mountain Community College, and a major upgrade of the Charles M. Wolf Water Reclamation Facility. In 2011, significant capital improvement projects included the design and construction for the widening of Avondale Boulevard at the I-10 interchange, a $5 million infrastructure project that included the addition of dual right and dual left turn lanes and one additional through lane in both directions. In addition, the water line was upgraded and the asphalt pavement was replaced with concrete which will make it last longer.
Other roadway improvement projects completed were 107th Avenue from Indian School Road to the Roosevelt Irrigation District Canal, Thomas Road from Avondale Boulevard to 107th Ave, 127th Avenue from Lower Buckeye Road to Dysart Road, Avondale Boulevard and McDowell Road intersection improvements, Coldwater Booster Station drainage improvements, and a CDBG project which reconstructed Elm Lane, Rio Vista Lane, Holben, Frost and 3rd Avenues.
Economic Development
Among the main areas of strategic emphasis is the development of Avondale City Center. In 2011, Avondale completed a 25,000 square foot retail site in front of American Sports Center (ASC) Avondale at the Randall McDaniel Sports Complex. Avondale’s partnership with ASC Avondale marks a unique private-public venture that benefits the entire region through the hosting of local, regional and national sporting events. Expected to generate approximately 5,000 hotel stays and approximately $6 - 8 million in direct and indirect spending, the sport facility’s economic impact is already felt by local restaurants, hotels and businesses. It is the first phase of development of the Avondale City Center, proposed as an exciting mixed use development with day time and evening
attractions, office and residential space and more. Carlos O’Brien’s Mexican Restaurant opened at the Randall McDaniel Sports Complex in October 2011 to become the first of several tenants anticipated at the retail site.
Around the city, other businesses came in to Avondale in 2011, including Camping World and LaMesa RV at the Avondale Automall; Cowgirls Steakhouse and Saloon and BBB Fashions on Dysart Road; Palermo’s Pizza in Cashion, and Jimmy John’s, China City Buffet and Taco Bell at Gateway Pavilions. Meanwhile, Culvers broke ground on a retail pad on Avondale Boulevard, adjacent to Ruby Tuesday, opening in early 2012.
