In 2011, the city’s Code Enforcement Division formed “Avondale PROUD – Keeping our Neighborhoods Beautiful,” a neighborhood focus program that includes regular and proactive reviews of residential areas to assure that properties are being maintained and are in compliance with City Code. Care 1st Housing & Resource Center
The Care 1st Avondale Housing and Resource Center, a partnership between the city and Care 1st Health Plan Arizona, continued to provide a wide variety of social service offerings in one location. With over 20 non-profits operating under one roof, services were provided in the areas of education, housing, behavioral health and many other human services over 36,000 times throughout 2011. The vast majority of those served on a monthly basis were woman and children. The Resource Center was also a Volunteer Income Tax Assistance (VITA) site, where volunteers provided income tax preparation and filing
assistance to lower income families who cannot afford to pay for tax preparation. Activities have included marketing the site, the importance of claiming EITC returns, and partnering with AARP, United Way, and Catholic Charities. Over 900 returns have been filed since 2007.

In 2011, code officers inspected more than 3,800 properties as part of this neighborhood focus effort; removed 1,885 illegal signs from right-of-ways, removed graffiti from more than 1,460 property sites covering 53,800 square feet. As a result, Avondale takes pride as being among the most graffiti and blight-free cities in the Valley.
