The Regulations relating to Energy Performance Certificates (EPCs) are changing yet again! Local energy assessor, Jerry Gilby of Coast 2 Coast Property Assessment in Dartmouth explains;


There are a number of changes to requirement, format and content which come into place on 1st Who needs an EPC?


April 2012.


The requirements are similar to now with the requirement for a valid EPC for any property offered for sale or rental. Currently a property can be marketed for sale or rental where an EPC has been commissioned and it is in place within 28 days of commencement of marketing. With effect from 1st April 2012 this period is reduced to 7 days (however if after that time the relevant person has not secured an EPC they will have a further 21 days to do so). What about holiday lets?


Guidance from DCLG issued in December 2011 states: An EPC is required for a holiday let except where it is let out for less than 4 months in a year or where it is let under a licence to occupy – regardless of the amount of time it is occupied. A licence to occupy is an arrangement whereby the holidaymaker does not have exclusive use of the property, for example where the owner or their representative has the right to access the premises during the period of their booking.


What is the penalty for non compliance? A fine of £200 per dwelling may be levied. Are there any other changes from April 2012? There will be a requirement for the first page of the EPC to be attached to any written particulars produced for a

property offered for sale or rental. What are the changes to the format of the EPC? The property inspection will be considerably more detailed to help move towards greater accuracy and to this end all energy assessors are having to undertake more training and take a further exam to continue practicing. The EPC document itself will change in an effort to make it easier to understand. It will also contain more definite information on how much money can be saved by implementing the energy saving measures. What is the Green Deal? This is a Government initiative to assist in the financing of energy saving measures for householders. It will be linked to the recommendations contained within the EPC and may come into being in October 2012.
