vice president for Oil Sands and Arctic Issues at the U.S. Chamber of Com- merce’s Institute for 21st Century En- ergy. At the Institute, Koch is respon- sible for leading eff orts to promote and expand support for the development of Canadian oil sands and access to Arctic resources.
