WHAT PRIVATE CAN LEARN FROM PUBLIC


Governments sit in a strange place in the data center food chain. They are both predator and prey.


This month, FOCUS takes a special look at the public sector in western nations, particularly the US, UK and Australia, where unwieldy systems are being stripped down to lean, mean streamlined operations, but not without a lot of trial and tribulation. Unlike five years ago, you would be hard pressed to find a public sector worker not familiar with the terms cloud, virtualization and consolidation.


In these three cases, it is mentioned that the governments are behind their private sector counterparts – but this is not always the case.


The rationalisation and consolidation strategies of the UK and US governments and the two US states that we profile contain salutary lessons for the private sector. The UK Government is challenging its suppliers to prove their value as never before and is using cloud to demand lower costs and greater flexibility. We spoke directly with the UK Government Deputy CIO and head of Procurement (see page 26) about how this journey started, how it engaged with internal stakeholders and how it has started to deliver cloud services and the impact this is having on its supplier relationships.


The US Government is making much of its data center consolidation programme. And operating at such a scale it has much to teach us all about migration and convergence (page 22).


Then there is the EU. It has the mammoth task of networking the systems of all of its member countries together. The lessons it learns, through standardising not only technology and processes but data itself could lead to some revolutionary results, in business intelligence. The EU is building Supercomputers and IT infrastructure - including networks -- for the cloud to enhance research in all areas. It wants to overcome the barriers seen with working with disparate states, and increase knowledge sharing to advance innovation in everything from road transport to pharmaceutical technological and medical device development and aerospace activity. It is a mammoth job, and of it, the challenges go beyond the technology, and down to the people – privacy, security and competition are all key terms here.


One thing is for sure about all these projects – the private sector will be watching like hawks, and because of this, individually and collectively, each strategy is likely to have a very key influence over how the data center market works, and reacts, in future.
