Improved location of trains involved in safety critical scenarios
In this paper we develop one proposal in our overview about satellite positioning in railways published in European Railway Reviewin 20111
Emergency Call (REC) functionality through the use of the future Galileo satellite positioning system. In particular, we propose a high-level system architecture capable of transmitting very accurate train position information while producing REC towards Trackside Manager (TM).
REC-producing train positioning: state-of-the-art At the time of writing this article (late-2011), a train that produces REC using a MORANE- EIRENE compliant Cab-Radio (CR) can only be located by Location Dependent Addressing (LDA) provided via cell dependent routing. This kind of positioning has a level of accuracy described as ‘Poor’ in literature2
,
i.e. spatial accuracy ranging between 200m and 20km, depending on the size of the GSM-R cell in which REC is originated. Moreover, only two-dimensional information can be provided to TM2
. This situation cannot be improved using
existing enhanced Location Dependent Addressing (eLDA) because of its own specifications3
which, on page 5, clearly states

that eLDA “
...is not applicable to the Railway Emergency Call...”. Therefore, it is not possible to use eLDA GPS/Odometric information for providing TM with train position information more accurately than the ones provided by cell

Improving REC-producing train positioning: a proposal On the basis of the previously described situation, a list of requirements for a system capable of greatly improving the accuracy of the location of a REC-sending train can be easily
listed. In particular: Requisite 1: the system shall not interfere with the production, the management and the termination of the REC by the Cab-Radio
Requisite 2: the system shall be able to acquire train position information provided by Global Navigation Satellite System (GNSS)
Requisite 3: the system shall be able to determine the proper TM controller at any time throughout a train run. In other words, the system shall implement LDA in compliance with existing MORANE-EIRENE standards for GSM-R
Requisite 4: the system shall be able to communicate the information acquired by
