The Word Around Town... Letters to our Editor

Tank you to the PTA I want to express my thanks to the Pelham

Elementary School PTA, and Hilary Stevens in particular, for organizing a great family event this past weekend. Te Family Skate held on Sunday January 15 at the Icenter in Salem was the perfect opportunity spend time with family, enjoy the company of friends and neighbors and get in a little exercise during the cold, bitter days. Te PTA does a great job planning these events and should be recognized for their hard work and dedication.

Pelham Ice Rink Open for Winter fun

Cooler temps translated into little kids and the big kids alike braving the elements at Lyon’s Park on Sunday, January 15th for an outdoor skate. Finally! Te Pelham Ice Garden is up and running for its fourth season, but this year has been the worst in five years for outdoor ice rinks. Te outdoor skating season may only last for 6-8 weeks in 2012, but for anyone who enjoys outdoor skating, the invigorating winter air is worth the wait!

Te 100’ X 50’ outdoor skating rink has been paid for and built by volunteers annually, then jointly maintained through the Ice Garden volunteer group and the Pelham Parks & Recreation Department. New in 2012, this is the first season that the Ice Garden entity was formed as a non-profit corporation as a 501(c)7 “Social Group” (naming convention “Pelham Ice Rink”) so that future financial donations can be utilized as a tax deduction. Vice President of the Ice Garden Lance Ouellette,

owner of A Handy Company in Pelham, has donated hundreds of hours of his own personal time and regularly lends his expertise to build the rink and boards every season. “Tis is a fantastic facility in town” Mr. Ouellette said, “but it’s nice when we see new volunteers contribute to our effort. Not many communities in our area can say they have an outdoor ice rink for families to enjoy an outdoor experience like this at no cost. And I don’t think people fully understand what it takes to run and maintain this facility. So we urge those who visit the rink to reach out to Brian or Kathy in our Parks & Recreation Department to chip in any way possible.” Hours this season are as follows:

• Family/Recreational skating hours from sunrise through 3 p.m. every Monday through Sunday.

• Open/Pick-up pond hockey hours (ages 13+) from 3 to 9 p.m. every day except on Monday through Friday between 7 and 9 p.m. for the Parks & Reek sponsored Pond Hockey League. (If a game is not scheduled, then “Open/Pick-up Pond Hockey hours for ages 13-plus is allowed). HB 648 bad for Residents

I am a resident of Pelham, New Hampshire, and have been for 35 years plus. I moved to New Hampshire and raised my family here because of the freedoms and protections the state of New Hampshire has to offer. On January 18 the state senate will vote on HB 648.

In my opinion, this is one of the most important votes this legislative session.

HB 648 deals with the issue of eminent domain by a

private developer or a private development prospect. New Hampshire voters passed a constitutional amendment by the overwhelming margin of 85-15 percent in November 2006. Tis is now Article 12-A in the Constitution. It reads: “No part of a person’s property shall be taken by eminent domain and transferred, directly or indirectly, to another person if the taking is for the purpose of private development or other private use of the property.”

Tis amendment was placed on the ballot because of

a United State Supreme Court decision in the Kelo vs. New London, CT, case. Te Kelo decision allowed the city of New London to take the private home of Suzette Kelo by eminent domain for a private development that would be located on land owned by Keio and on land owned by many of her neighbors. Last March the house voted 317-51 to pass HB

648. Tis bill made it clear that private developers of electrical transmission lines were prevented from access to eminent domain as provided for in Article 12-A of the New Hampshire Constitution. Last June a senate majority (14-10) decided to study the bill further. Upon further study, the senate added new language that enables private utility companies to use eminent domain in direct defiance of Article 12-A. Tis revision is not what the voters adopted and does not protect New Hampshire property owners from the threat of eminent domain by private developers or development prospects. No landowner in New Hampshire should be subjected to the explicit or implicit threat of eminent domain by a private developer or a private development project. We need our senate to back the Bragdon/Forrester Amendment to H8 648 which will resemble the house passed version which will protect a person’s property from the use of eminent domain by all private development.
