approval, the County Attorney’s office entered into an interlocal agreement with DPS to ensure they will always have sufficient blood alcohol test kits available. Appearing before the court, Attorney Chris Martin stated that the County will keep approximately 50 kits, costing $4.00 each. Should DPS be without kits, they could come to the County to get them. According the Martin, if DPS had to acquire these from a hospital, the cost would be significantly higher to them. This also benefits the County in gathering evidence. Precinct 1 was given approval
to purchase approximately 1/3 acres of land for a bridge relocation. The owner will get up to $1,500 for the land.

1, Luke Ward, Sr. was not in attendance. However, Attorney Chris Martin assured the Court that everything was in order, and the landowner was in agreement with it. Senior Services Director Kathy Earley was giving permission to make additional changes to the Public Transportation Purchase of Service contract between Freestone County and HOTCOG for additional funds.
Commissioner Craig Oakes
had his request to move $26,100 from his “Other” account to “Parts and Repairs.” Senior Services, Justice of
the Peace Precinct 4, and District Clerk reports were accepted. Deputy Constable Loren
Miller and Justice of the Peace Precinct 4 turned in educational certificates. The minutes of the
December 5, 2011 meeting and the payment of bills were approved. A lease agreement with Xerox for the County Extension office was renewed. The County has not found
an individual to appoint as the Health Authority for Freestone County. Judge Linda Grant indicated that she would keep looking for options. If none are found, the County will depend on the State for any unexpected health issues.

came to a vote at the Tuesday meeting, it was voted down 3–2, with Mark Hargis, Chris Nickleberry, and Terry Gibson voting not to change the board; David Huffman and Garlan Steed were the “in favor” votes. The old board will remain in place. Alderman Huffman made a motion, seconded by Garlan Steed to fire City Attorney Charlie Buenger and replace him with Alan Bojorquez. Mr. Buenger reminded the
council that it would take a supermajority vote (4-1) to remove him since he is an officer of the City. The motion failed to get the required tally. Huffman then made a
motion for a “No Confidence” vote in the City Attorney, seconded by Garlan Steed. That motion carried 3-2 with Huffman, Steed, and NIckleberry voting for; Hargis and Gibson against. During visitor comments,
Melissa Harris praised City workers for “a job well done” in getting rid of the stray cats around her home. Tabled was consideration to allow the City Administrator

to hire an Animal Control Officer. Public Works Director Gus Ramirez reported that the City will begin using 3 or more Boyd Unit inmates in January 2012. They will clear Wildflower Creek where wild hogs have been spotted, trim tree limbs on right-of- ways and alleys, work out at the airport hanger buildings, and work on the roof at the Community Center. Company performed a series of flow tests on Wells 1, 2, and 4. The report is pending. Sewer backups also increased during November due to excessive grease in the lines. They will begin educating the public concerning the destructive effects of fats, oils, and grease. Chief of Police Dennis Cox reported that the Police Department had obtained two generators from the U.S. Military through the 1033 program.
