Paul Marchand, who directed The Arc’s Governmental Affairs Department for 38 years and more recently led the Disability Policy Collaboration of The Arc and United Cerebral Palsy, retired after 2010. As a nationally recognized expert on public policy and disability, he played a major role in the enactment of legislation to provide supported employment for persons with severe disabilities, to mandate preschool services for children with disabilities, and to establish state programs to serve infants and toddlers. He was also instru-
mental in the reshaping of Medicaid policy to move people from segregated and isolated institutions to home and community-based services and supports. Over the course of his career at The Arc, Paul made significant contributions to disability policy, and he will be greatly missed at The Arc of the United States.
