2 - November 10, 2011 | Pelham - Windham News Pelham Woman Dies in House Fire by Doug Robinson A house fire took the life of a Pelham woman on Friday,


November 4. Mary “Patty” Talbot, 53, was in her home when the blaze began. According to Pelham Police Chief, Joseph Roark, the fire started around 9:30 a.m. Pelham Police officers responded to a 911 call, informing the police that smoke could be seen coming from his neighbor’s house on Robert Street. Upon arrival, a neighbor advised Pelham police that there was


a woman inside the house. Breaking down front door, a Pelham Police Officer fought the floor to ceiling dense smoke in an effort to locate the resident. Once located, the police officer began to drag her out. A second Pelham Police Officer assisted the first in bringing the victim to the front yard. Police began to resuscitate the victim and when the Pelham


Fire Department arrived, Fire Department personnel took over the rescue attempt. Four Pelham Police Officers were treated for smoke inhalation at area hospitals. All four police officers were treated and released. No


firefighters were hurt.


State Fire investigates determined that the fire began accidentally


and was caused by smoking while on medical oxygen. The fire was brought under control at 9:56 a.m. NH State Police and Windham Police assisted the Pelham Police Department while the four Pelham officers were in the hospital. Hudson, Salem, and Windham Fire provided mutual aid to fight the fire. The fire was the second tragedy to strike the Talbot family in four


years., Talbot’s son, Daniel, a 30-year-old Revere police officer, was killed in a gang-related shooting while off duty on September 29, 2007 while assigned to the city’s gang unit.


Comcast Providing Free Service to Library and Schools


by Barbara O’Brien Selectmen have announced that Comcast, which provides cable and Internet service to the Town of Windham through a negotiated contract, is now providing free high-speed service to Nesmith Library, and the four public schools in Windham. According to town officials, the value of the free services being provided to the


library and the schools totals more than $3,000 per year. While selectmen are appreciative for the donation to the library and school system, they did question why the town side of local government is paying Comcast approximately $2,000 annually for cable and Internet services at various locations. Based on the discussion of the issue, it would appear that Comcast donates its services at no cost to those facilities that provide educational opportunities, rather than operating a business, even a municipal one. Selectmen said they would attempt to include procuring free service for all town-


owned buildings during the next round of contract negotiations with Comcast. That might be a long time, however, as the current 10-year franchise contract between the Town of Windham and Comcast is only about a year old.

Navy Seaman Apprentice Steven X. Hadley, son of Silvia L. Walsh of Windham, and Charles Hadley, of Lawrence, MA, was recently promoted to his current rank upon graduation from recruit training at Recruit Training Command, Great Lakes, IL. He is a 2007 graduate of Salem High School. The following teen athletes at


Austin Preparatory School received top honors during the Fall Athletic Award Ceremonies: Chris Bundock of Pelham, a senior, received the Boys Cross Country Coaches Award from Head Coach Brad Harkins and Assistant Coach Matt Spano. Jaclyn Dickerson of Windham, a senior, received the Girls Soccer MVP award from Head Coach Jessica Chiachio. Sarah Klucznik, also of Windham, an eighth grader, received the Middle School Girls Soccer Award of Excellence from Head Coach Jessica Chiachio. In September more than 1,300 undergraduate students from around the world began their first year at Tufts University. Among them were Windham residents Michela Schena and Steven Howard.


Windham’s Bond Rating Drops


by Barbara O’Brien Windham Assistant Town Administrator Dana Call reports that the


town’s municipal bond rating has seen a recent drop. Based on Moody’s U.S. Municipal Bond Rating Scale, Windham has gone from an A- to the slightly lower Aa2 ranking, Call said, during a selectmen’s meeting last month. Moody’s, which was founded by John Moody in 1909, provides credit ratings based on the worthiness of potential borrowers. The


formula used to determine the rating is based on a standardized scale, ranging from a high of AAA to a low of C. Municipalities and commercial entities receiving a ranking of C are generally already in default on a bond. A rating of Aa2 is considered to be “upper medium grade” with


“a low credit risk. The susceptibility to long-term risks is somewhat greater, however, than a bond rating of A or A-. Call stated that the lower bond rating is due, at least in part, to the large school bond held in regards to the new Windham High School, as well as the Town of Windham maintaining what is considered as a small reserve fund balance. Moody’s is considered to be one of “The Big Three” when it comes to bond ratings, currently claiming about 40% of the world market. Standard and Poor and Fitch are the other two players in “The Big Three.”

submitted by Katie Fitz Windham Terrace recently had a Halloween Party with the eight grade students from Windham Middle School. This is part of their SMILES program (Spreading Meaningful Irreplaceable Life Experiences Selflessly) that more than 20 students are involved in. The students gave out goodie bags, pumpkins, books, and raffle tickets. Both the students and residents enjoy the time spent together.
