City Portraits Announced


Healthy Rhythm Community


Art Gallery is pleased to announce that gallery artist Wayne Vee has completed two beautiful 24” x 36 “ oil painting portraits of City of Fairfi eld offi cials. One portrait is Mayor Roy W. Hill (below). The other portrait is Chief of Police Kenneth Bulger (left). Both portraits are on display


at Healthy Rhythm Community Art Gallery from October 17 through November 1, 2011. Viewing hours are 12 pm to 5 pm Monday through Friday. During the Viewing Period


the price for each portrait is $1500. After the Viewing Period if the two portraits have not been purchased the


Gallery will offer them for loan to the City of Fairfi eld for a period of 60 days. Healthy Rhythm Community

The Gallery is located in Central Texas and also houses a coffee bar/lounge and live performance venue. on the history of the Fairfi eld Police Department’s dispatching department; job duties and descriptions for the Chief and Assistant Chief of Police along with a breakdown of their salaries; and pie charts explaining what percentage of the City’s budget is actually spent on keeping the dispatch department up and running. According to the presentation, Fairfi eld Police Department was formed in 1979 at which time the fi rst Chief of Police was a non-paid position, with the paid position coming at a later date. The Assistant Chief of Police position was created in 2006. As for their salaries, the Chief


of Police Bulger’s salary totals $67,969.80, while Assistant Chief Rogillio’s comes to $64,385.40. The Assistant Chief’s salary is split between the positions of assistance chief and emergency management. Both the Chief and Assistance Chief get a pension, but will only receive said monies if they retire from the City. If they quit or are fi red, the monies remain in the City’s Retirement Fund. Fairfi eld’s dispatch department


was originally formed in 1983 under Mayor Monte Cole’s administration. It was moved back to County under the administration of Mayor Tony Brackens, Sr. In 2006, it was re-established to address issues that arose following Hurricanes Katrina and Rita which affected the area in 2005. The presentation explained


that the total amount of the budgeted money for the City’s dispatch equals $167,261.71 of which $1,500.00 is set aside for maintenance on equipment but zero dollars of that amount were spent during the 2010-1011 budget year. The remaining $165, 761.71 is what is spent on fi ve employees for their hourly wages, payroll taxes and insurance.


Throughout the meeting,


several city management and residents asked questions and gave their opinions on the necessity of keeping Fairfi eld Police Department’s dispatch department. In a letter to council members


from Director of Public Works Clyde Woods cited examples of how slow the system was when it went through the County, and how it is quicker provided through the City. He says, “As one concerned citizen to the elected offi cials that I voted for, I ask that you all reconsider

deleting this department and keep the City of Fairfi eld moving in the right direction.” Assistant Chief Rogillio related


that Fairfi eld is in the process of having a 911 service would go directly to the City’s dispatch, allowing for faster response time within the city. He explained that if it is disbanded and turned back over to the County, that program would become null and void. For the time being citizens can


call 903-389-3901 to go directly to the City’s dispatch. At one point during the meeting, Jerry Brim stood and said, “Let’s cut to the chase. How many of you here are in favor of keeping the City’s dispatching department.” To that, a large majority raised their hand. “Obviously the majority wants to keep the department,” Brim concluded. “That should give the council a good idea of the general opinion of citizens. I think Council members should re-think this matter.” Several citizens asked why


Council members, who were supposed to be representing them, were not in attendance. “How can they vote honestly when they didn’t even bother to show up and hear our opinions on the issue,” asked one citizen. Mayor Hill encouraged all


citizens, no matter which side they take on the matter, to email or call each council member


to give them their opinion and thoughts on the issue prior to their voting Tuesday at the City Council Meeting. “I beg each and every one of you contact your Councilmen.” “Also, please attend the Council meeting on Tuesday,” said Mayor Hill. “I promise that each person who wishes to speak will be allowed to do so, no matter how long it takes, before the Council places their votes.” On that note, Mayor Hill


thanked everyone for attending and voicing their opinions. An anonymous survey was given to citizens to fi ll out before they departed. According to Mayor Hill, the meeting was video recorded and will be available for all Council Members to view prior to voting. Dinner for the event was


catered by Sam’s Restaurant and personally paid for by Mayor Hill. Today (Tuesday, October 25th), beginning at 4:00 p.m. there will be a special meeting to discuss organization, duties and responsibilities of the Fairfi eld Police Department, its offi cers and dispatch services for the City of Fairfi eld.
