The Fairfi eld Library has


received its’ accreditation as a fully qualifi ed member of the Texas Library System for State Fiscal Year 2012. Membership gives the library access to the TexShare databases, the federal e-rate communications discount program and ability to apply for competitive grants. Criteria of Library performance is an increased effort in services to the community, increased access to free public Internet includ- ing: employment search and job applications, patrons completing government forms and/or seek- ing government services (such as fi ling taxes and applying for unemployment benefi ts), apply- ing for and taking online col- lege courses or tests, licensures, GED and certifi cations. Finan- cial activity and hours open are to be maintained or increased each year. The Fairfi eld Library added/upgraded 9 public com- puters in FY 2011. The library is the only location of Workforce access in Fairfi eld. Activities for this accredita-


tion were reported on the library FY 2010 records. It showed 21, 856 visits to the library by the 6,400 library card holders and guests from out of town. There were 17,438 circulation transac- tions (books, tapes, discs bor- rowed), 69 programs provided at the library with 1,017 in atten- dance (800+ in children’s pro- grams) and 1,497 hours of vol- unteer/community service were provided. There were 2,652 reg- istered Internet users and 355 of these received informal training on computer use. A sophisticated computer program used by the State Library showed the value of library services provided for free to the community in 2010 was $ 204,400. By authority of V.T.C.A. Gov-


ernment Code 323.011, the Texas Legislature allows local political subdivisions to contract with non-profi t service provid- ers on behalf of their taxpay- ers. In 2010, Freestone County provided the library $ 10,500 in fees for library services and City of Fairfi eld provided $ 36.000. For each taxpayer dollar paid to the library, $ 4.40 worth of service was delivered to the citi- zens. To many patrons, access to job search, job applications, unemployment and other gov- ernment benefi ts, access to employer testing and to college course enrollment were price- less. Free children’s program- ming was conducted year round with Story Time for pre-K during the school year and the Summer Reading Club, serving over 800 in attendance. Library expenses of operation for 2010 were $ 66,649 with the balance after City/County fees being made up by State and private grants, donations and fees for fi nes, copies, faxes and FLA, Inc. To conserve money for the


City, the Council voted to pur- chase $ 30,000 in library services for 2012. The County Commis- sioners, facing decreased rev- enues voted to purchase $ 5,000 in library services for 2012. Fed- eral and State library grants have ceased. Income for the proposed budget for 2012 has decreased by 29%. With this shortfall, the Board will decide on operat-


ing the library on three days per week schedule. This would reduce cost of salaries, utili- ties, supplies, continuing educa- tion and upkeep. Contracts for services would be internalized. This would result in decertifi ca- tion of the library for 2013 as maintenance of effort for days of service and fi nancial activity will decline. The Mary Moody Northen Municipal Library, doing business as the Fairfi eld Library Association, Inc. has a long term goal and commitment of provid- ing permanent library services for citizens of Fairfi eld and Freestone County. The fi nancial support by the County and City are critical to the amount these services it can provide. Citizens who can get access to books, reference materials and free


Internet access for research, job search and communication locally will not have to spend time and money in other towns obtaining them. If a day’s clo- sure of the Fairfi eld Library will inconvenience you, we recom- mend the Teague Library for these services. The Library is concluding an


upgrade of its computers. Four new patron computers, fl at screen monitors and Windows 7 with Microsoft Offi ce 2010 will allow access to the latest web- sites. Child protection screen- ing still applies. This came from a grant from the Texas State Library and Archives System. New Administration computers came from a Broadband Technol- ogy Opportunities Program grant from the Federal Government. In conjunction with the BTOP grant, the library is interested in offering basic computer training classes. This would be a Senior friendly program to introduce access to the Internet to promote social media, (a new way to talk to the kids/grandkids). Sign up at the library if interested.

Teague Mother Begins Autism Podcast


Teague resident and local


author Lynette Louise has a WebTalkRadio podcast, A New Spin on Autism: Answers. Ms. Louise has studied Autism for many years and has written numerous books and articles on the subject. Her newest book is Miracles are Made: A Real Life Guide to Autism and is available at the Teague Library. She isn’t writing about a subject that she is removed from as she has eight children, six adopted and four labeled autistic. Listening to the podcast


will give an enlightening view on autism from the children who have suffered from this condition. Louise will interview her son Rye Shelton, who is functioning with autism, and her two grandsons Shay and Declyn Shelton who both exhibited signs of autism spectrum disorder at early ages. Both Shay and Declyn bravely share, with honesty and candor, their autism struggles and feelings on the subject. Ultimately you will discover whether or not, in their own opinions, they are still autistic. Shay and Declyn attend Teague Junior High School, Shay in the 7th grade and Declyn in the 6th grade. Rye will speak about his life now


as an independently functioning autistic person in society. Probably everyone in Teague has seen Rye walking around town trying to fi nd work and helping people with their yards or chores where he can. What most people don’t know about Rye is that he as come so far in coping with his autism that he lives on his own, pays his bills, mostly from what work he can fi nd, and takes care of himself. Rye and his family are so thankful to the people of Teague because they have been so kind, helpful, and understanding with Rye.


Another person who has


dedicated her life to helping people who are dealing with autism is Shay and Declyn’s mother, Tsara Shelton. Tsara is a lovely, bubbly, smiling person who is always happy to talk to people about the subject of autism and how to get help. She is so proud of her sons and her brothers who have come so far in their independence and helps her mother in her crusade to enable families to see that there is a light at the end of the tunnel for people coping with autism.
