Scholars will also be provided with personal and professional development through their leadership programs, along with academic sup- port throughout their college career. The program, funded by a grant from the Bill & Melinda Gates Foundation, was established to provide outstanding low income minority stu- dents with an opportunity to complete an under- graduate college education in any discipline area of interest. To date, the program has given schol- arships to more than 15,000 students. Continuing scholars may request funding for


a graduate degree program in one of the follow- ing discipline areas: education, engineering, library science, mathematics, public health or science.

Grants: The budgeting process for Pell Grants often leads to funding shortfalls. The current shortfall is particularly severe because of the large number of students and workers qualifying for the award that have recently gone back to school. The Health Care and Education Reconciliation Act covers the expected funding shortfall and much of the recent growth in Pell costs, putting the program on more secure footing for years to come. Investments in Community Col-


leges: As the largest part of the nation’s higher education system, community col- leges enroll more than 6 million students and are growing rapidly. They feature af- fordable tuition, open admission policies, flexible course schedules, and convenient locations. Community colleges are particu- larly important for students who are older, working, or need remedial classes. Com- munity colleges work with businesses, in- dustry and government to tailor training programs to meet economic needs like nursing, health information technology, ad- vanced manufacturing, and green jobs. The Health Care and Education Reconciliation Act includes $2 billion over four years for community colleges. These resources will help community colleges and other institu- tions develop, improve, and provide educa- tion and career training programs suitable for workers who are eligible for trade ad- justment assistance. The initiative will be housed at the Department of Labor and implemented in close cooperation with the Department of Education.
