Our Plan for the Future of East Lothian: SOA 2011


The commitments established through the Concordat were reaffirmed through the Settlement between the Scottish Government and COSLA for the period 2011/12. The Settlement also reaffirms a commitment to the Social Policy Framework (Equally Well, the Early Years Framework and Achieving Our Potential, Equalities), sustainable development and economic recovery.


Scope of the Agreement


This Agreement covers all the public and third-sector services that are the responsibilities of members of the Community Planning Partnership and which the Partnership has agreed should be covered. Parties to this Agreement confirm their commitment to fulfil legal and policy obligations upon them in relation to Community Planning and Best Value, the Social Policy Framework and economic recovery.


Developing the Single Outcome Agreement 1


This group is co-chaired by the Association of East Lothian Community Councils and VAEL (Voluntary Action East Lothian) and membership is still under development


The inclusive approach taken to developing SOA 2009 with the establishment of six SOA Theme Groups, each with a broad range of partners, has taken root through two years of working together to deliver our shared outcomes. Members of the SOA Theme Groups have been actively involved in refreshing and streamlining SOA 2009 into Our Plan for the Future of East Lothian: SOA 2011. In addition more organisations and people have been drawn in through the new Theme Group


focusing on Communities and through discussion with partnership groups and the Community Planning Forum held in March. These are the SOA Theme Groups for 2011:


1. Community Safety 2. Enterprise & Skills 3. Environment, Housing & Places 4. Getting It Right for Every Child and Young Person (GIRFECYP)


5. Health & Social Care 6. Tackling Poverty 7. Strong Vibrant Communities 1
