34Sustainability Community Engagement
Partners recognise that engaging communities in the planning and delivery of services is a requirement for community planning set out in the Local Government in Scotland Act 2003, but more importantly, it is essential to achieving the best outcomes. Involving and engaging communities must be integral to the partnership’s way of working across all themes and local areas. Effective community engagement will enable and encourage people to share in making decisions on the services they use or those that affect them. The Partnership’s key commitments include: delivering the Community Engagement Strategy 2010-13 and Action Plan, funded through Partnership resources and in-kind contributions, and a strategic Community Engagement post, jointly funded by ELCPP and East Lothian Community Health Partnership 5
.
Sustainability is inherently cross-cutting and we also have a statutory obligation under the Climate Change (Scotland) Act 2009 to incorporate its principles into all of our decisions and actions. The Partnership is committed to balancing environmental, social and economic objectives to ensure that East Lothian is a place of opportunity for all, with a thriving low-carbon economy, high quality environment and resilient communities. To begin this journey towards a more sustainable future, the partnership has developed the East Lothian Environment Strategy (2010-15) 6
. 5 Effective & Efficient Services
This cross-cutting theme corresponds to the duty for all public services to deliver Best Value as set out in the Local Government in Scotland Act 2003 and related Guidance (2004). The duty of Best Value is “to make arrangements to secure continuous improvement in performance (while maintaining an appropriate balance between quality and cost); and in making those arrangements and securing that balance, to have regard to economy, efficiency, effectiveness, the equal opportunities requirements and to contribute to the achievement of sustainable development”. This is relevant to the way we deliver all our outcomes.
