The current partnership between ICID and UNESCO-IHE is mutually beneficial and has been in existence since the 1950s. The UNESCO-IHE has been teaching the new generation water experts for nearly a half century. ICID is the largest international NGO specializing in management of irrigation, drainage, and flood for food production; ever since its establishment in 1950, it has provided an international platform for networking, policy debates and dialogue.

Indeed, many UNESCO-IHE staff and alumni have held high positions on ICID’s Executive Council. Dr. Bart Schultz, Professor of Land and Water Development was President of ICID during 1999-2002 and Dato’ Ir. Hj. Keizrul bin Abdullah (Malaysia) was President, ICID from 2002 to 2005.

On 24th February, UNESCO-IHE awarded the 100th PhD degree. The title of the thesis is ‘Role of sediment transport in operation and maintenance of supply and demand based irrigation canals - Application to Machai Maira Branch Canals’ and was supervised by PH Bart Schultz. The topic is very relevant to the newly formed ICID Task Force on Sedimentation. As regards ICID’s plans for the next biennium, both organizations will forge their efforts and expertise to look at different key issues in the world and identify

ways to address the most urgent challenges - such as adapting and managing land and water resources for urban, rural and industrial areas; producing enough food to meet the demands of the expanding population; and improving water safety and flood protection.

President Chandra Madramootoo during his visit to the Institute spoke on “ICID and UNESCO-IHE Relationship”. UNESCO-IHE has always supported ICID’s efforts in a committed and concerted way. Various Rectors and UNESCO-IHE staff have contributed to ICID work programme, technical activities, and special projects. PH Bart Schultz has been a driving force as the Chairman of the Editorial Board of the ICID Journal, in ICID’s Country Policy Support Programme, and also in organizing ICID’s inputs to the recent World Water Forums, said the President. With the election of Vice President László Hayde of the UNESCO-IHE, a significant role in building up the European linkages and support for ICID is expected.

The ICID received an invitation from the International Hydrological Programme (IHP) for the 19th Session of the Intergovernmental Council of the IHP held at UNESCO Headquarters in Paris, from 5-9 July 2010. The French National Committee (AFEID) was requested to represent ICID at the session.

World Water Council (WWC)

ICID is one of the founder members of World Water Council and held a Governorship till 2004. Its close association with WWC continues as usual with the signing of a Letter of Agreement between the two, operational since 2006. ICID will partner with and collaborate in the WWC efforts with a focus on the ‘Water for Food and the Environment’.

President Hon. Bart Schultz, spearheaded ICID’s contributions to the 6th World Water Forum to be held in Marseille, France between 16-22 March 2012 on the theme “Solutions for Water”. A kick-off meeting held in Marseille in June 2010 with nearly 300 participants representing different stakes also included ICID. ICID was represented at the kick-off meeting by Dr. François Brelle, President, French National Committee (AFEID), Michel Ducrocq and Jacques Plantey.

President Loïc Fauchon of the World Water Council (WWC) invited ICID to contribute for “Food” soon after the ‘kick-off’ meeting. Dr.

Ben Braga, President, International Forum Committee for the 6th WWF, in an exclusive communication to ICID highlighted ‘Food’ as a key issue, after health. Issues such as ‘Balancing Multiple Uses’ and ‘Land Uses’ are a few other issues of interest to ICID besides ‘storage creation’ a topic on which ICID has joined hands with ICOLD. The second consultation meet on WWF-6 took place in France in November 2010.

In response to an invitation for attending World Water Council (WWC) – Members’ Meeting in Shanghai on 26 June 2010, Dr. Gao Zhanyi, Vice President Hon., ICID represented ICID.

ICID is proud to project that as a result of its renewed initiatives ever since the 5th World Water Forum, the “Water and Food Security” has assumed a higher pedestal in recent times in the global agenda. ICID would play a key role in a ‘Nuclear Core Group’ (NCG) on this theme for the 6th Forum by Co-chairing and providing its inputs.

International Water- related Associa- tions’ liaison Committee (IWAlC)

ICID Central Office acting as the IWALC Secretariat circulated the summaries of the activities of IWALC members on regular basis.

For quite some time, IWALC meetings could not be organized since the member organizations find it increasingly difficult to come together due to financial constraints.
