Activities: WG-TRUE held its 3rd meeting on 11 October 2010 at Yogyakarta in which 12 members and 24 observers participated. Prof. Linden Vincent opened the meeting and provided a brief background of WG. During the meeting, nomination of Dr. Moch Basuki Hadimuljono (Indonesia) for the membership of the group was accepted.


During an internal workshop held at the meeting, the following presentations were made:

During the meeting, research and capacity building was discussed and it was agreed that the WG-TRUE has fulfilled its mandate in this regard and does not have the capacity to address this further in the remaining time frame. The WG is endeavoring to complete the agreed tasks under the mandate by the year 2011.


To motivate ICID National Committees in various countries to set up their national working groups and provide them guidance to compile, publish, update and/or translate documents on history of irrigation, drainage, flood control, and river engineering, incorporating relevant agricultural, political, socio-economic, climatological and geographical aspects for proper understanding of the technological developments in the subject, if possible chronologically, and

To organize seminars at ICID Congresses in order to show to experts the importance of historical studies when planning new projects.


The WG will also focus on governance, institutions and management issues of irrigation and drainage systems, sustainable development and integrated water management in rural areas.

Activities: WG-HIST held its 13th meeting on 11 October 2010 at Yogyakarta in which 9 members and 17 observers participated. Members and observers from Germany, Hungary, Brazil, Japan,

Indonesia, the Netherlands, Taiwan, USA and South Africa informed about the prevailing projects on water history in their countries. Chairman emphasized the importance of exchanging historical knowledge amongst the members and NCs and urged establishing national WGs.


The Central Office circulated the draft version on “Reflections on the History of Irrigation, Drainage and Flood Control in Spain” received from VPH Prof. Ricardo Segura (Spain), among all members of the WG for their comments/ suggestions.VP Dr. Hayde reported that during the International Conference on Water History from 16- 19 June 2010 at Delft, an agreement of cooperation was signed between UNESCO-IHE and the DWhG, the German Water History Association, in the field of water history. He also reported that the IWHA (International Water History Association) will organize its next water history conference in South Africa in June 2011. Prior to this conference, IHE will organize a short water history course.


A seminar on ‘History of Irrigation in Eastern Asia’ was held on 13 October 2010 at Yogyakarta, Indonesia with the leadership of VPH Dr. Hafied A. Gany (Indonesia) in which 12 papers were accepted. The WG proposed to organise a History Seminar ‘Possibilities of using traditional Methods in Modern Water Management Systems’ during the 21st ICID Congress in October 2011 at Tehran.


Dr. Maurits Ertsen (The Netherlands) brought out a book “Locales of happiness – Colonial irrigation in the Netherlands East Indies and its remains”. The book provided valuable information about Colonial irrigation in the Netherlands, East Indies and its remains.
