Ms. Alice Roache is a Small Business Specialist, with the U.S. Department of Health and Human Services (HHS), Office of Small Disadvantaged Business Utilization (OSDBU) Office serving the Centers for Medicare and Medicaid Services. With 29 years of Government


experience (20 in direct Federal acquisitions) Ms. Roache is the HHS OSDBU Team Lead, co-located in Baltimore for the Centers for Medicare and Medicaid Services. Prior to joining HHS, she worked


as a Contracting Officer for Centers for Medicare and Medicaid Service, and Social Security Agency. She also worked in both contracting operations and policy at the USDA, Agricultural Research Service (ARS). Her contracting experience started at General Services Administration,


Federal Supply Schedule (GSA, FSS) awarding contracts to the Scientific Equipment Schedule. In the time Ms. Roache has been


with the HHS, OSDBU, she has been dedicated to making a difference in the Small Business community.

Congresswoman Nydia M. Velázquez is currently serving her tenth term as Representative for New York’s 12th Congressional District. In the 112th Congress, she is the Ranking Member of the House Small Business Committee and a senior member of the Financial Services Committee. She has made history several


times during her tenure in Congress. In 1992, she was the first Puerto Rican woman elected to the U.S. House of Representatives. In February 1998, she was named Ranking Democratic


Member of the House Small Business Committee, making her the first Hispanic woman to serve as Ranking Member of a full House committee. Most recently, in 2006, she was named Chairwoman of the House Small Business Committee, making her the first Latina to chair a full Congressional committee.

Terry Williams has a broad background of community and business leadership experience. She began her professional career as an orchestra conductor. Her conducting experience includes, Music Director of The Nouveau West Chamber Orchestra and Musical Theater of Arizona; Guest Conductor of The Phoenix Symphony; and Conductor of Orquesta Mexicana de la Juventud (Mexico City, Mexico). In her early thirties, Ms. Williams


found that she was very drawn to the business world and became a successful business owner gaining
