In a conventional project, this sort of change could cause confusion and delay, especially since the issues occurred at the early construction stage and could not have been foreseen. Fortunately, the Chamberlain Group’s Integrated Project Delivery capacities – where Chamberlain Construction Services Limited is the construction manager – al- lowed the project, completed in May 2011, to stay on schedule and within budget. Ef- fective use of Building Information Mod- elling (BIM) capacities and the in-house co-ordination of architectural and con- struction services permitted creative and rapid solutions.


Knox and project architect Vito Picicci said they also appreciated the knowledge and competence of municipal officials, es- pecially when decisions needed to be taken quickly.


David Finbow, the town’s director of planning and building services and the new town hall project manager, says he can “highly recommend” Chamberlain’s work. Blue Mountain followed an “Ontario Architects Association ‘Quality Based Se- lection Process’ involving 29 architectural firms from across Ontario,” Finbow says. Knox says this approach advocates that ar- chitects be selected for the quality of their work, rather than their fees, which can be discussed and negotiated after the initial se-

The town wanted a “Victorian indus- trial” design, reflecting both Thornbury's heritage and its current growth based on tourism.


Municipal officials, after deciding on Chamberlain as project architect, then went for the full package with complete inte- grated design and construction manage- ment services.


“Following a review of work completed by (Chamberlain Construction Services Limited — CCSL) as well as interviewing former and current clients, the town de- cided to proceed with CCSL on the basis of a Canadian Construction Association stan- dard construction management contract (CCA5),” Finbow said in a reference letter. “Our background work paid off as CCSL has proven to bring forward a team ap- proach; delivered on anticipated work flow effectiveness, including quick problem solving; and has managed costs with the client’s interests first.” Municipal officials aimed for high en- vironmental standards in design and con- struction; Knox said they originally specified LEED Silver standards, but he ex- pects the project will qualify at the LEED Gold level. The building uses geothermal heating, has operable (triple-glazed) win- dows for daylighting in the public and staff areas, includes a cistern to allow recycling of grey water, is built with materials that can be sourced within reasonable distance, and fulfills other energy and environmen-
