Speaker profiles Barbara Thomas, Lady Judge Chairman Emeritus, United Kingdom Atomic Energy Authority


Lady Barbara Judge, a US-trained lawyer with dual citizenship, has an unusually broad, international career as a senior executive, chairman and non-executive director in both the private and public sectors. Lady Judge received her BA from the University of Pennsylvania and juris doctor with honours from New York University Law School.


In 1980 she was appointed by the President of the United States as the youngest ever commissioner of the US Securities and Exchange Commission, and began its efforts with respect to international securities regulation. In 1983 she became the first woman main board executive director of Samuel Montagu & Co, and in 1987 became senior vice president and group head of Bankers Trust - International Private Banking. In 1993 she joined News International plc and thereafter led buy-ins of Scotia Haven Food Group and Whitworths Food Group.


Lady Judge became a director of the UK Atomic Energy Authority in 2002 and was appointed chairman in 2004. She is also currently a member of the UK Nuclear Development Forum. Among her other appointments, she is chairman of the international advisory board of the London Middle East Institute at SOAS, as well as a member of the boards of Massey Energy (USA), Bekaert NV (Belgium) and Magna International Inc (Canada). She is also co-chairman of the UK/US Task Force for Corporate Governance, a member of the Asia Task Force, the UAE International Advisory Board for the Development of Peaceful Nuclear Energy, and of the US Council on Foreign Relations. In addition, Lady Judge is chair of the Pension Protection Fund, is a public member of the International Ethics Standards Board for Accountants and a member of the Board of the Royal Academy of Art.


In June 2010, Lady Judge was appointed a CBE in the Queen’s Birthday Honours list in recognition of her work in the nuclear and financial industries.


Professor Roger Flanagan Professor of Construction Management, University of Reading


Roger Flanagan is professor of construction management in the School of Construction Management and Engineering, University of Reading. He has served on the board of directors of Skanska AB, Halcrow Group, and companies in USA, Switzerland, Hong Kong, and South Africa.


Roger’s research interests include international construction, whole-life appraisal, risk management, cost management and new technologies for the construction sector.


Roger served as president of the Chartered Institute of Building in 2007.
