Patrick Crawford joined the Department in July 2004. Patrick was previously a managing director and the global head of project and export finance at Deutsche Bank, and the managing director of Emerging Africa Advisers, Standard Bank London Limited, which was the principal advisor to the fund manager of the Emerging Africa Infrastructure Fund. He is a non-executive director of Crossrail Limited.
Phil Dowrick Business Specialist, UK Trade and Investment
Phil Dowrick is one of UK Trade & Investment’s (UKTI) business specialists focusing on fiscal stimulus-derived opportunities in the Gulf Cooperation Council countries.
The fiscal stimulus (FS) initiative is part of UKTI’s response to the global economic downturn. FS packages and major spending programmes are being announced around the world, which will create global supply chain opportunities. UKTI has recognised this and has enhanced its support by focusing a team of business specialists to identify, and raise awareness of, the opportunities with UK businesses and via multipliers.
Phil has worked throughout the Middle East and is especially keen to support UK company engagement in Saudi Arabia and Kuwait, markets that are often considered to be tricky.
Keith Howells Group Chairman, Mott MacDonald
Keith Howells graduated in civil engineering in 1974 and joined one of the founder companies of Mott MacDonald in 1975. He spent the first ten years of his career in infrastructure design and project management, mostly in the water and transport sectors, including two years supervising construction in Iraq and two years managing procurement and contracts in Kenya.
Keith achieved an MBA at Cranfield in 1985/6, following which he undertook a number of master planning and feasibility studies in the infrastructure and urban environment sectors in China, Hong Kong, India, Russia, Egypt and southern Africa, as well as being project director for a number of UK water sector projects.
In 1998 Keith became managing director of the group’s water and environment business, and became a member of the group board in 2002. In 2004 he was made group managing director, responsible for world-wide business operations, and in 2011 took over as chairman of Mott MacDonald Group.
Keith is also a member of the Cranfield School of Management Advisory Board and was recently selected to be the chair of the ACE’s Large Consultancy Group.
