in time to meet the deadline of1st December 2010 which threatened business continuity across industry. The BCF made a number of strong representations to government on this issue and, together with other pressure groups, forced a pragmatic interpretation of the regulations during the early stages of the roll-out.


The ICC was most concerned about the influx of competitive coatings systems from outside Europe which do not subscribe to either REACH or existing VOC legislation in Europe. The BCF has been actioned to become more directly involved in European and global industry groups through CEPE and IPPIC to press for consistency of approach for the sake of the global environment.


The ICC has also provided guidance to the BCF on its public relations policy with a view to promoting the value of coatings products to society.


High Performance Coatings Chaired by Malcolm Morris, Leighs Paints


This Group continued with its regular meetings throughout the year and addressed a number of key technical issues as well as inviting outside speakers to the meetings. It has:


l Had the Environment Agency attend a meeting to discuss the enforcement of REACH in the UK


l Had the Office of Rail Regulator and HSE attended a meeting to discuss a range of coating issues on Network Rail structures


l Kept up its involvement with a range of standards issues


l Received reports of the CEPE Protective Coatings groups work and provided information to them


l Monitored the revision of the Process Guidance Note for the sector


l Expressed concerns over the review of the VOC Product Directive and the lack of progress in getting this sector within scope


l Reviewed a range of issues on raw materials, indoor air quality and sustainability of coatings in this sector


l Issued an article on members’ concerns over durability, sustainability and ‘green’ criteria.


Vehicle Refinish Chaired by John Falder, HMG Paints


The Group continued to hold its half-yearly meetings, which discussed a range of technical issues, which included:


l Discussion of continued concerns the sector has over the implementation of the Paint Product Directive (2004/42) and expressed disappointment with the slow progress of the revision following the review carried out in 2009/10


l Receiving reports of the CEPE vehicle group and provided information to it


l Continuing to work with the HSE and had a representative of the Group attend HSE Motor Vehicle Health and Safety Repair Forum meetings to discuss issues relevant to vehicle refinishing
