EUROPEAN UPDATE Casinos first across Ukraine


The Ukraine government is legislate for casinos before all other types of gaming activity


The Ukrainian government has revealed further plans relating to the recommencement of the country’s gaming industry in time for the European football cup in 2012. In April, the Verkhovna Rada was due to register a bill that would legalise casinos in the country, according to the Vice Prime Minister – the Minister of Infrastructure, Boris Kolesknikov.


The government is seeking to establish a piece-meal gaming law that would begin by organising casino gaming in isolation of other gaming activities. Mr. Kolesknikov noted that there are ‘certain discrepancies’ relating to the gaming business between the Ministry of Infrastructure and the Ministry of Finance. “We have come to make a separate bill solely for casinos, setting aside lotteries and all the rest, because it may be endless: one lobbying comes followed by another one,” he stressed.


Interblock granted Nevada approval


Multi-player specialist, Interblock, has received final approval in Nevada for its Organic Roulette, the first electro-mechanical roulette approved in the state. Interblock Organic Roulette games were placed at three major properties on the Las Vegas Strip for the Nevada field trial. “The games performed phenomenally,” stated Tom O’Brien, vice-president of sales for Interblock. “The customer feedback was great. The interest level from other properties has been substantial. We look forward to a full rollout of the games in Nevada.”

According to the Vice Prime Minister, the bill would allow casinos to operate in five-star hotels with at least 60 rooms, and the casinos would have to offer only ‘classical’ games, i.e. without slot machines. “I think the bill will be passed to the Parliament in April. Once it gets the support, it will be submitted to the President to sign,” he added.


While the government deliberates over the bill, since January authorities have continued their crackdown on Ukrainian gaming clubs (interactive clubs, online casinos, Internet cafes), where players can gamble for money, which was prohibited in Ukraine as of June 2009.


Greater expectations in Mexico for APEX gaming


A lot has happened in Mexico over the past 12 months for Austria’s APEX gaming. Having exhibited at the ELA for the first time last year, the response from the show was so strong that APEX gaming set up a brand new subsidiary in Mexico shortly afterwards.


Darek Borowiec from APEX now heads up the Mexico office and looks forward to visitors at the ELA. “The feedback from the major Mexican operators has been excellent. It is our policy to support the market locally and the speed and dedication by which we set up the new office, shows that APEX gaming is here to stay,” enthused Mr. Borowiec.

“We will be surprising the market with several new games. They have had great test results and so the ELA is the prefect place to launch these titles,” stated Mr. Borowiec.


Johannes Weissengruber, founder and CEO of APEX gaming, is looking forward to the ELA. “We are very excited about the prospects in Mexico and in Latin America as a whole. APEX gaming as a group of companies continues to expand internationally and we see Latin America as a core market for APEX gaming.”

Plans for a new casino and leisure complex at the UK’s National Exhibition Centre (NEC), near Birmingham, would create more than 1,000 jobs according to developers. The venue has joined forces with Genting Casinos and has applied for planning permission with Solihull Council. The plans include a multi-screen cinema and hotel and the complex would be called Resorts World at The NEC. Peter Brooks, from Genting Casinos stated that they are continuing to have discussions with the council, but he was ‘more than satisfied’ they could show the casino would be a ‘responsible environment that adds value to the region.’ Paul Thandi, chief executive of the NEC group, said it would attract more people to the venue which in turn would attract more events and help the economy in the West Midlands.


The BNR promises to be the star of the change machines sector in Europe as some of the most important gaming companies put their faith and business behind the MEI product. The BNR reduces the need for additional cash on-site and adds to greater security as any jams can be fixed by a technician without the need to open the machine and access the cash.” The modular BNR design has already found homes in over 1,000 retail environments with MEI now deploying this tried-and-tested product in the gaming sector. Able to recycle four denominations and pay-out in a single bill, the BNR was shown alongside the new CASHFLOW SC Advance in Rimini.
