Tactical Medicine
During this phase more advanced equipment and procedures are avail‐ able in the forward arena. Typically in the form of pre‐positioned or staged resources, security is ensured and resources, human as well as logistical are available and employable. This is typically the phase where tactical medi‐ cine transitions to the conventional medicine providers and resources.
Elements Of Training And Core Competency
Elements of training and core compe‐ tencies are mission specific (contextual‐ ly‐based). For instance, the military realized that in their review of casual‐ ties from Operation Restore Hope that

conventional EMT training for military medical personnel was not as effective as a focused combat trauma methodol‐ ogy (TCCC). In fact, several reviews of military medical operations overseas suggested that military medical person‐ nel should receive intense focused training on combat trauma, soldier pre‐ ventive medicine as well as other non‐ traditional medical topics versus receiv‐ ing conventional EMT certifications. Considering their findings the concept has been presented to certifying agen‐ cies to provide an EMT‐Military certifica‐ tion, which would differ in the core competencies, taught and sustained. Reputable academic entities such as the American College of Emergency Physicians (ACEP) as well as the
National Tactical Officers Association (NTOA) have suggested “competency‐ based” elements of training for stan‐ dardization of tactical medicine as fol‐ lows (Schwartz, et al., 2011): 1. Tactical Combat Casualty Care Methodology
2. Remote Assessment and Rescue/ Extraction 3. Hemostasis 4. Airway 5. Breathing 6. Circulation 7. Vascular Access
8. Medication Administration 9. Casualty Immobilization 10. Medical Planning 11. Human Performance Factors/ Health Surveillance
