Kwiatkowski Annette F. (Robitaille) Kwiatkowski, 71, died peacefully at her home in Windham. Annette was born and educated in Lewiston,
ME. She was a resident of Windham for the past 39 years, formerly of Somerville, NJ. Annette was a homemaker. Annette was predeceased by her father, Alphee Robitaille; her brothers Hector “Babe” Robitaille and Alphee “Al” Robitaille, Jr.; and her daughter, Tina Belgarde. She is survived by her adoring husband of 47 years, Frank F. Kwiatkowski of
Windham; son, Keith Kwiatkowski and his wife Susan of Natick, MA; daughters, Lisa Fasciani of Southbury, CT, and Kari and her husband Rick Harris of Wellesley Hills, MA; mother, Patricia (DesFosses) Robitaille of Greene, ME; brothers, Victor Robitaille of Sabattus, ME, Louis Robitaille of Vonore, TN, and John Robitaille of Greene, ME; sisters, Claudette Lizotte of Norton, MA, and twin, Anita Gove of Windham; five grandchildren, Eric, Courtney, Will, Joseph, and Joshua; and many nieces and nephews. A memorial gathering will take place Saturday, March 5, from 2 to 5 p.m., followed by a memorial service at 5 p.m. at the Douglas and Johnson Funeral Home, 214 Main Street in Salem. On April 18, Dean Feole from Windham will be running in the 115th Boston Marathon to help conquer cancer as a member of the Dana-Farber Marathon Challenge team. Feole, along with Dana-Farber Marathon Challenge teammates from across the United States and around the world, will run Massachusetts’ historic marathon route from Hopkinton to Boston with a goal to raise $4.5 million for cancer research at Dana-Farber Cancer Institute.
Members of the Dana-Farber Marathon Challenge team make a basic fundraising commitment of $3,250, a requirement established by the Boston Athletic Association (B.A.A.), the Boston Marathon organizer. One hundred percent of the funds raised benefit the Claudia Adams Barr Program in Innovative Basic Cancer Research at Dana-Farber, which funds basic research in its earliest stages, providing scientists with critical resources to test their innovative ideas. Findings from this research can provide novel clinical insights as well the foundation to seek additional federal funding support.

School Board Chairman Bruce Anderson explained that the Windham School Board had received a letter from Pelham School Board members last summer asking that the tuition concept be considered, after which Windham agreed only to investigate the possibility, he said. “We felt we needed to get both the pros and cons,” he added. Anderson said he wanted to make it clear that Windham School Board members won’t do anything that would negatively affect Windham High School. Nothing can happen regarding this idea without both the Windham and Pelham School Boards agreeing to send it to the ballot, and then the majority of voters in each town agreeing. “This cannot happen without voter approval,” he continued to emphasize. Windham School Board Vice Chairman Ed Gallagher said that the sub-committee was formed in a responsible manner and is composed of citizens from both Windham and Pelham. It has a balanced representation, he said. Thibodeau said he is concerned that “a slanted case” will be presented to the townspeople. “Numbers can be misleading,” he said.

Windham School Board member Jeff Bostic said. “It would have been irresponsible not to investigate; not to explore the issues involved. He also said that the agenda in studying the pros and cons is not to save money, but to ensure quality education for students. “I absolutely would not approve of this without a vote of the people,” he said. “Absolutely NOT!” Resident Joel Dube, who was also a candidate for School Board, wanted to know if “technically” the School Board could agree to a three-year tuition agreement without going to the voters. He was told that such an agreement could be reached without voter approval in an emergency situation, such as the loss of a neighboring school to a fire or devastating weather phenomenon. “But a three- year agreement is not on the table here,” Gallagher said. “There is no option here to ignore the voters’ will.” Dube also wanted to know if Windham
would be responsible for securing a bond to add an addition to the new high school in order to house tuition students. If so, would Pelham make the payments through tuition, he asked. “What if Pelham defaults? Would Windham be left on the hook?” he wanted to know. “This is just all speculation,” Gallagher replied. “We haven’t even gotten the report yet.”
