School Deliberative Session is February 10


The Salem School District Deliberative Session,


which is the annual meeting of the Salem School District, will take place on Thursday evening, February 10, at 7 p.m. All Salem registered voters are eligible and encouraged to attend. At this session, the school budget and Warrant Articles are presented to the voters. This year’s budget has sustained some reductions from the Budget Committee. The school district is seeking to restore some of these funds to the budget, including approximately $125,000 for technology, as well as other funds for critical staff positions and a wage pool for merit increases. Technology funds must be restored for the


school district to have any money for new or replacement technology in the 2011-2012 school year. Technology is a critical element of our curriculum and educational system. Without the ability to update it, or add new computers, our curriculum and student performance is compromised. Our community needs updated technology in the schools to stay competitive. In addition to technology funding, critical staff funds must also be restored so that key positions, including a Dean position at Salem High School, will be retained and current programs preserved. The Warrant Articles pertain to the operating budget as well as staff increases for teachers, professional staff, assistants, secretaries, and custodians. Many of these positions have not received raises in at least two years. The proposed increases range from 1.58 percent to 2.75 percent. All the Warrant Articles, with the exception of increases for food service workers, were passed with recommendation by the Budget Committee. Rewarding our teachers and other staff with pay increases is vital to retaining the excellent people we have come to know and value in our schools. Continuity is also important for our children on a daily, weekly, and yearly basis. Losing our teachers and staff to surrounding communities doesn’t make sense. We need to deliver these Warrant Articles to the ballot. The continued success and competitiveness of our school district, and therefore our community, depends on it. Please make every effort to attend the


Deliberative Session on Thursday, February 10, at 7 p.m. at the Salem High School auditorium. Your attendance is needed and important. Babysitting services will again be provided free of charge at the high school, from 6:30 until the end of the meeting.

Roland Theberge Announces His Run for Selectman


I am running for one of the three-year seats on the Board of Selectmen. My vision is to keep the town moving forward while maintaining a level- funded budget. This can be achieved by:


• Not Raising Taxes • Looking internally for cost savings, such as personnel costs, by having future employees pay a larger percentage of their healthcare costs and changing the retirement plan to an industry- standard 401(k) plan.


• Continue the ongoing work of the sewer, and I plan that will yield proven cost savings instead of replacing our current water meters. I have served the town of Salem in the following capacity:


• I have served on the Budget Committee for seven years, where my record of conservative votes and innovative ideas is part of my permanent record of that I am very proud of.


• Chairman of the Lakes Area Infrastructure Plan Committee, where we brought forward a blueprint that served as a guideline for the town. This blueprint brought forward a workable solution for water and sewer services to each residential and commercial property. This plan is currently in use and is called the sewer and water betterment fee.


• CIP (Capital Improvement Plan) committee for four years. Planning Board, where I brought a lot of construction knowledge and common sense.


• School Infrastructure Committee and currently President and Chairman of the Board of the Millville Lake Protective Association.


• I am a 4th degree Knight of Columbus, where I am a frequent volunteer in many projects we do for our community. In conclusion, when elected I promise on the


first day after being sworn in, I will bring to the Board of Selectmen the following suggestions: To ask the town manager to investigate ways to work with our town employees to change the current unworkable pension plan to an industry-standard 401(k) retirement plan and negotiate with all employees and unions to reduce healthcare costs to keep to industry standards. In doing so, I shall ask each town employee to do what the rest of us are currently doing now. I will be your voice, so together, we shall move forward in a cost-efficient manner that will not push debt onto our children and grandchildren. Roland Theberge - Salem The 2nd Amendment Just as medieval scholars speculated as to


how many angels can dance on the head of a pin, Steve Morris speculates on the many ways the 2nd Amendment can be interpreted. I say the language of the 2nd is trenchant, both pithy and precisely stated, and unequivocal in its use of a modifying phrase, which limits and defines the intent of the main clause. “A well-regulated militia, being necessary to the security of a free state” leaves no doubt as to why “the right to keep and bear arms shall not be infringed.” Furthermore, the Constitution calls for the president to be in charge of the state militias when needed in time of conflict. Morris incorrectly stated that America had armed forces (Continental Army) when the 2nd was included in the Bill of Rights, thereby negating its need as defense of the nation. He was wrong. After the Revolutionary War, the Continental army was disbanded in 1783 and America had neither police nor military forces when the 2nd became the law of the land in 1789. Be that as it may, no one is seeking to take any responsible person’s gun away. What is irksome is the politicization of the issue with our politicians taking huge sums from the NRA and in essence being bought lock stock and barrel—and not a shred of concern for sensible controls. At one time, the NRA was a decent organization limiting its focus to advice about hunting weapons and types of ammunition. Now, their letters are more concerned with raising fear in gun owners that their weapons will be confiscated, and controls are the slippery slope to that goal. It’s really all about money. To further cement his tedious and wayward screed, Morris brings in God: “This right can only be taken by God.” Yea, He’s coming next week. To make matters worse, Morris then makes the false assumption that people like me will swear up and down that the Constitution guarantees a woman’s right to an abortion, though the word does not appear anywhere in the Constitution. You’re right, Mr. Morris, nor is there any phrase in the Constitution that guarantees that people with mental disorders or shady characters can have automatic weapons with increased ammo capacity. And anyone like me, who is mainly interested in sensible controls, to be called a tyrant by Mr. Morris is indefensible and disturbing. Finally, it is conservatives like
