Saltburn Civic Society: The Future


Firstly I would like to apologise to the editor for my first attempt at this month’s article, which as he kindly pointed out was gobbledegook. I would also like to apologise if, in the interests of democracy, I have reported anything in good faith which has caused anyone any upset. We are planning our annual public meeting or AGM to


be precise, for a Sunday in March. We hope to have guest speakers from the North of England Civic Trust and Redcar and Cleveland Borough Council. We will publicise the date and location nearer the time. We thought the meeting would be a good opportunity


for discussion. The main topics will be our proposals for working with the North of England Civic Trust (NECT) to produce a town plan for Saltburn, our work over the past year, the Redcar and Cleveland Regeneration Masterplan and finally questions and answers. The guest speaker from the North of England Civic


Trust, Jules Brown, is renowned not only for his expertise in heritage lead regeneration, but also in making the topic interesting and understandable for his audience. Jules works for both NECT and English Heritage and I’m sure he will provide good advice on making the most of Saltburn’s heritage. We also thought the meeting would be a good


opportunity to learn about the council’s Regeneration Masterplan. After reading the Masterplan several times, I believe the ambitions and proposals within the plan will be good for Saltburn. I personally found the language of the plan difficult to understand and I feel a talk would be helpful. The Masterplan will affect all of us, so it’s up to us to make sure the council’s plan is what we want. Saltburn Civic Society has submitted initial comments


to the council about their Regeneration Masterplan. We agree with the idea of having a plan for regeneration and broadly support the contents of the Masterplan. If we get a town plan for Saltburn off the ground, with input from residents and working with NECT, the town plan should complement the Masterplan and guide development and improvements in Saltburn. In our comments to the Council about the Masterplan,


we emphasised that Saltburn and the Borough would benefit from a diverse economy and balanced community in terms of age. Tourism is the sixth largest sector of the UK economy and Saltburn needs to be seen as an attractive place for families as well as older people. The Masterplan said little about the importance of


Saltburn’s historic and architectural features which are clearly economic and cultural assets. Saltburn’s community spirit and link to the national rail system are two other important strengths we felt should be highlighted in the Masterplan. The Masterplan pledged support for proposals to


develop visitor accommodation including a boutique hotel and good quality camping and caravan facilities. We welcomed this and would support a Saltburn Tourism Development Strategy. The Masterplan coined the phrase “Saltburn on the


Edge”, probably in reference to the magnificent elevated sea view we all enjoy. The term is unfortunate and fails to recognise that the town is more than a beach, but also offers a high level of enterprise based on premium quality products and services. The other reference to Saltburn as being “tired” is not borne out by entrepreneurship within the town.


The Masterplan includes proposals for improving


places of work, the tourist economy, town centres, housing, transportation and the environment. The proposals seem sound and we thought that using


redundant or underused buildings in Saltburn for places of work, or “Rural Hubs” in their terminology, should be considered. The proposals to improve transport within East


Cleveland are another key part of the area’s regeneration. Proposals to improve the bus, rail, walking and cycling networks has the potential to improve employment and tourism in both Saltburn and neighbouring towns. With better transport links, Saltburn could be viewed more as a holiday base, with other neighbouring attractions within easy reach. Improved transport links would also benefit commuters. Both documents are available in hard copy form in Saltburn Library. We would of course be grateful for any views and comments. Development News: We are aware that some of our


members have objected to the Right of Way Order proposed at the entrance to the Valley Gardens, opposite the Zetland. A number of objectors contacted us regarding the response received from the Council. The tone of the council’s response was not particularly civilised or public spirited. We hope to discuss the matter with the council’s Right of Way officer in the near future. A planning application to extend the basement function room of Rushpool Hall is under consideration and the plan has low visual impact and should make a positive improvement to the premises. Finally, our existing members may be wondering


about the renewal of their membership. We have fixed the renewal date as the 1st April and will be in touch shortly. New members are always welcome. We believe the membership is important in providing feedback, support and direction to the Civic Society. We were pleased to welcome some members to our


executive committee meeting on 17th January and we were grateful for their contributions to our discussions. We have agreed dates for future meetings during 2011 being the third Monday of each month at 6.30pm at Saltburn Convalescent and Holiday Centre on Marine Parade. Accordingly the dates are 21st February, 21st March,


18th April, 16th May, 20th June, 18th July, 15th August, 19th September, 17th October, 21st November and 19th December. Should any of the dates or times need to be changed


we will let you know through Talk of the Town and via email to our members as appropriate.
