TRACKER Budget Strategy Phase inquiry


In its 2009 report on the review of the budget process, the Finance Committee recommended that “a strategic budget scrutiny phase should be undertaken at least once in each session of the Parliament.” In light of this, the committee agreed to undertake a brief inquiry to contribute to the work of the Finance Committee.


Enterprise Network inquiry


The inquiry will analyse the current structure of, and activities carried out by, Scotland’s enterprise network. The committee will consider whether the transfer of responsibilities that took place in 2007 has brought about the benefits that were anticipated by the Cabinet Secretary for Finance and Sustainable Growth and whether they provide value for the public purse.


The future of schools’ management in Scotland


The committee is seeking views to inform its consideration of the issue before it takes a decision on whether to proceed with an inquiry. The committee has also commissioned the Parliament’s Information Centre to provide a briefing on the structure of state schooling across the UK and internationally.


Inquiry into International Engagement


The inquiry is divided into five workstreams covering: the Scottish Government’s international framework; international offices in Beijing, Brussels and Washington; evaluation and comparative analysis of the Scottish Government’s international work and its offices; the Scottish Government’s budget for international engagement; and a case study of one of the Scottish Government’s country-specific plans (e.g. North America Plan).


Migration and Trafficking An inquiry to explore the impact and contribution of migrant populations within Scottish society and the extent and nature of trafficking.


Financial Resolutions and Financial Memoranda inquiry


The committee has agreed to undertake an inquiry into the transparency, financial scrutiny and debate of Financial Resolutions and amendments. The committee has also agreed to investigate the possibility of amending Standing Orders in relation to the Financial Memorandums which accompany Bills.
