World’s First Terrestrial 3DTV Broadcasting; How we do it in Korea


standard and the right video is encoded as 5~6Mbps using H.264 and aired on physical channel 66. To synchronize the left video and right video, we use a multiplexer developed by ETRI (Electronics and Telecommunications Research Institute) that regenerates the DTS and PTS of PES packet header in an MPEG-2 TS (Transport Stream). Owners of one of the newly designed 3DTVs and receivers for the Service Compatible method in the Seoul area are able to see the test broadcasts on channel 66. To advertise 3DTV test runs and collect people’s opinions of the 3DTV experience, KBS installed 3DTV display stands in the main lobby of KBS’ buildings.


To signal 3D content as 3D, we devised 3D descriptors such as 3D_programme_descriptor and 3D_ES_info_descriptor in PMT Program Map Table) of MPEG-2 TS. The PMT provides the mapping between a programme number (KBS3D(66-1)) and the programme elements that comprise it such as video, audio, packet identifier and encoding format etc. This table is present in Transport Stream packets having one or more privately-selected PID values.


To connect the 3D receiver to 3DTV, we used a HDMI1.4 frame packing interface. HDMI1.4 can support a 1920x1080p@60Hz signal format but there is currently no affordable 3DTV that can support the interface, therefore a 1920x1080p@30Hz signal format was inevitably used. The 1920x1080p@30Hz signal format unfortunately causes other problems such as ‘motion judder’, producing unnatural movements of objects in the temporally complex content making some viewers feel uncomfortable with the 3D experience.


The Service Compatible 3DTV service has been standardised as the Korean collective standard.

To compare the quality of 3DTV services, we conducted object picture quality assessment (PSNR) simulation in

10-minute-long test programmes (YCrCb 4:2:0 8bits) which consisted of drama, sports, show, documentary and news genre KBS programmes. Spatial complexity and temporal complexity were taken into account when selecting all of the test programmes used for simulation. MPEG-2 and H.264 Encoding was performed by a software encoder.
