DECISIONS AND RECOMMENDATIONS OF TC-2010 Decision 1:


ABU Proposals to ITU Conference Preparatory Meeting On WRC-12 This decision looks into the ABU views on WRC-12 Agenda Items. These views are provided as comments and amendments to the draft CPM text and will be contributed the ITU’s CPM11-2 meeting in Feb 2011.

Technical Committee New Strategic Issues and Action Plans This decision corresponds to the review of new strategic issues and action plans in order to make the ABU more attractive, more relevant, get more participation from members and to provide more value to members irrespective of size or business.


Decision 3


Internet Principles for Broadcasters and Set Manufacturers dealing with Hybrid Television The decision refers to the common set of principles put together by the WBU as recommendations for broadcasters and set manufacturers dealing with Hybrid Television. Considering


these are complex issues the decision is to setup a task group to further study the issues and to come up with proposals for a set of recommendations for Hybrid Television.


Recommendation 1:


Implementation of Emergency Warning Broadcasting Systems (EWBS) and Relief Communications for Disaster Risk Reduction


This recommendation addresses three areas; implementation of EWBS, establishing an effective coordination mechanism both at a national and regional level and improvement of post disaster relief efforts through setup of better communication mechanisms. It urges the countries in the region to implement the EWBS system and effective coordination mechanisms.


Recommendation 2:


ABU Guidelines for the Protection of Rights of Digital Broadcasting and Content The recommendation urges all ABU members to implement the necessary measures to protect their digital content from any unauthorised exploitation and to work with their governments and international organisations to put in place the necessary legislative framework to prevent such activities.


Bureau Meeting


As is customary, the Technical Bureau met in Tokyo one day prior to the TC meeting and reviewed the activities carried out on behalf of the Committee by the study projects, various specialist groups and the Technical Department. It also reviewed the preparations made for the upcoming Technical Committee meeting.


Based on the work done by the Study Groups at the Technical Department, the Bureau considered three decisions and two recommendations to be put forth at the Technical Committee for consideration.


The Bureau also decided to identify common elements of metadata for international programme exchange among the ABU members. This is likely to be helpful as and when an exchange network is set up in the Union.


The Bureau decided to update the mandate given to the HD Advisory Group and the Next Generation Broadcasting Services Advisory Group to rationalise their activities. Among other issues the Bureau looked at the Terms of Reference of the study projects and made appropriate changes where necessary. As an important issue, the Bureau recommended a panel of Topic Area Chairpersons to the TC for formal appointment.
