5. Summary


This paper describes the three conditions that were necessary to realise IPTV services in Japan: The decision to allow open specifications; the revision of the legal system for distributing programmes by IP and the development of measures to enable prompt permission to be obtained for content use.


The Japanese example might not immediately be applicable to other countries, due to each having a different legal system and environment. However, this paper makes it clear that introducing IPTV services requires a different approach to those used for conventional broadcasting and the Internet services. The use of IPTV should contribute to the fusion of broadcasting and IP.


NHK plans to extend its range of programme-distribution services through new technologies such as IPTV. The new broadcast services characterised by IP should achieve genuine on-demand services, thereby further enriching our daily lives.

Yoichi Tokoro NHK Japan


TOKORO, Yoichi received the M.D. degree in engineering from Waseda University, Tokyo, Japan in 1988, where he is now Associate director with the NHK on Demand Bureau as a specialist of broadcasting operating systems. He joined NHK (Japan Broadcasting Corporation), Tokyo, Japan, in


1988. He joined IPTV forum Japan and Digital TV Information Research Group in 2008.
