More Money
than Anticipated from Comcast

Good financial news is always welcome, but even more so when the economy is struggling and money is tight—both for residents and towns alike.
Margaret Case, chairman of the Windham Cable Committee, told selectmen that the third-quarter check had recently been received from Comcast and it was for more money than had been expected. Referring to the $51,000 check, Case said, “It’s more than we have received in previous quarters.” The money paid to Windham is for franchise fees collected from local Comcast customers. “It appears that people are spending more money on cable television,” Case said. The amount of money paid to municipalities by Comcast each quarter is based on customer usage. Case said that she hopes the larger check this quarter bodes well for future payments from Comcast.
Depot Project to Be Completed
by Barbara O’Brien Windham’s historic Depot project will be completed with money from the current year’s budget. Selectmen gave their approval to go ahead with the final two portions of the project during their December 6 Board meeting. At the urging of Town Administrator David Sullivan, selectmen
voted 4 to 1 to erect a wooden guard rail adjacent to the town’s recently renovated Depot buildings and to construct a wooden deck on three sides of the former freight building. As the result of Windham obtaining unanticipated funding through the federal stimulus program, there was more than $25,000 left in the original Depot restoration account, but it is not quite enough to get the last two portions of the project finished. As a result, a portion of the cost will be removed from the existing property maintenance trust. The wooden guardrails will be erected by Fences Unlimited

of Windham. Out of the approximately $5,000 total expense, $754 will be taken from the property maintenance trust fund; the remainder from the Depot account. This expenditure was approved by selectmen by a vote of 3 to 2. Voting in favor of spending the money for the guardrails were Chairman Charles McMahon, Ross McLeod, and Galen Stearns. Voting against spending the money for this purpose were Selectmen Bruce Breton and Roger Hohenberger. The low bid for constructing the deck on the freight building came in from Hawkins Construction at $23,200, an amount higher than would be left in the original account once the guardrail was constructed. As a result, selectmen discussed taking an additional $2,679 from the property maintenance trust. Following some rather contentious comments and a lengthy discussion, however,
the majority of selectmen voted to have the job done in-house by employees of the town’s maintenance department, under the direction of Al Barlow. The controversy over whether to go with the low bid or have the job done by town employees centered on whether or not it would be more cost-efficient to have town employees doing other essential tasks, rather than have two of them devote approximately 120 hours to build a deck on the freight building. In the end, however, selectmen voted 4 to 1 to have the deck built by town employees, thereby saving some money. The amount of money to be saved, however, is debatable, depending on whether or not the cost of using town labor is included in the overall calculations. Voting to have town employees construct the deck were Selectmen McMahon, Stearns, Hohenberger, and McLeod. Selectman Breton was the only Board member who voted against using town employees. Breton said he voted against the idea of town employees doing the job because there are so many other things that need to be maintained around Windham and he felt that putting up the deck should be left to professional builders. The only remaining hurdle is to obtain permission from the
Windham Historic District Commission to use wooden railings around the deck, rather than the historically preferred black metal railings. The metal railings would cost approximately $9,000 more than the wooden variety. Sullivan said that it is expected that the guardrails will be erected at the Depot site “before the snow falls” this winter. The deck around the freight building will be constructed some time next spring, once the snow melts away. The interior of the freight building has not been renovated as of yet.
