COMPLETE Building Control Ltd is a new company of Approved Inspectors. Mel Singh and Clive Parker originally started the business in the Midlands, providing a building control consultancy. As the business developed,
they decided to seek Approved Inspector status.
This led to the recruitment of North Devon-based Tony Ley, himself an individual Approved Inspector, as a third director of the company.
A submission to and
examination by the Construction Industry Council followed and Approved Inspector status was granted in October 2009. Since then, the company has consolidated in the Midlands, London and the South East and has extended its services in the West Country. Offices have been established in the Plymouth, Exeter and Taunton areas in addition to North Devon. The services from these offices are provided by Andrew Rich (Plymouth), Iain Allars (Exeter), John Gower (Taunton) and Tony (North Devon). Tony said: ‘All our surveyors had considerable

‘The aim of Complete Building Control is to provide a service tailor-made to each client’s individual needs. ‘Approved Inspectors do not
have to administer their services in the same way as local authorities which have
to
conform with the procedures laid down in the Building Regulations. ‘The difference arises because local authorities have powers of enforcement which Approved Inspectors do not. For example, Approved Inspectors cannot refuse plans - consequently there are no “resubmissions” or time limits. ‘This allows a rolling programme of informal plans approval giving a degree of flexibility, including any amendments, as the job progresses. ‘Likewise, there are no requirements to notify Approved

Inspectors at certain stages of construction. Inspections are based on an inspection plan agreed with the contractor. Formal plans approval can be given if requested. ‘In all developments, a Completion Certificate (Final Notice) is given on satisfactory completion. ‘Within these processes, statutory consultations are carried out and clients are advised where applicable.’ Tony continued: ‘At Complete Building Control, we like to provide our clients with a complete building control service. This is an extension of the normal plans examination and site inspections. ‘We can undertake feasibility reports for regulatory assessment when acquisition of property is under consideration. ‘Meanwhile, investigatory reports on building defects or alleged contraventions of the Building Regulations can be provided.
‘In particular, reports can be produced with regard to Section 37 of the Building Act 1936 where a notice under Section 36 alleging a contravention of the Building Regulations has been issued by a local authority and is being challenged.
‘In addition, reports can be written on fire engineering aspects of building design, and assistance can be provided with SAP’s SBEM calculations and EPC’s air and sound insulation testing as well as building warranties.’ Tony concluded: ‘Our specialist services include pre- application plan checking,
