New green hurdle for
Navi Mumbai airport The airport project in Navi Mumbai is slated for yet another green hurdle. In January, the Bombay High Court had ordered that all mangroves in the state would be treated as forests and non-forest activities are not being allowed till permission is sought from the govern- ment, as done in any other forest-related case as per the Forest Conservation Act. With the HC order, CIDCO will now have to seek a forest clearance from the Union environment and forest ministry along with the almost completed environ- mental clearance. The forest clearance process takes longer than the environmental clear- ance because it is initiated at the district level, and gradu- ally moves to the Centre for its consideration. The HC ruled that the mangroves would be treated as forests even if the government had not expressly declared them so. As per the Forest Conservation Act, proj- ect developers have to seek a forest clearance before they launch their projects. The pro- posals are prepared at the district level, and then sent via the state forest bureaucracy to the Centre for its clearance.

R-Infra’s plea. The apex court’s direction came while hear- ing R-Infra’s plea challenging High Court’s order, which had in October, 2010 dismissed its petition challenging its disqual- ification by Maharashtra State Road Development Corporation (MSRDC). R-Infra was disquali- fied along with its consortium partner SKS in the technical bid by MSRDC. Seven bidders had submitted their technical and financial bids. Of these, GVK, Reliance-Infra, Sadbhav Engineering (with PBA), Sangam India Limited Joint Venture were disqualified in technical bids.
ndia will allocate about Rs 700 crore to Nepal for road proj- ects in the Terai region, close to its border, to help improve transport infrastructure. The decision was taken at the first meeting of the Project Steering Committee for the strengthen- ing of road infrastructure of the Terai area of Nepal committee. The committee agreed that
work should be completed in a time bound manner due to the special importance the two countries attach to the project.

`700 cr for Nepal border projects I
The project will be implement- ed in three phases and envis- ages to construct over 1,450 km of black topped all weather roads in the Terai area of Nepal adjoining India. Phase-I, on which work is expected to start by next month, includes 19 roads totaling 605 km. The proj- ect would be funded totally by the Government of India under the Nepal-India Cooperation Programme and will be con- structed at an estimated cost of nearly Rs. 687.5 crore.
Delhi to have 15 new BRT corridors
he Delhi govern- ment has given go- ahead signal for an ambitious plan to con- struct 15 new Bus Rapid Transit (BRT) corridors spanning 359.9 km. It has also cleared nine new metro lines covering 148.2 km and a 40.3 km stretch of light rail transit (LRT) system for the Capital. The new BRT corridors, metro lines and the LRT line will be constructed by 2021. The approvals come despite the fate of Delhi’s first (BRT) corridor, a 14.5km stretch from Ambedkar Nagar to Delhi Gate, hangs on fire. To prevent people driving their private vehicles to the capital’s central vistas, the gov- ernment has also asked the High Court-appointed special task force to prepare a concrete plan to levy congestion tax and
install automatic parking meters in the capital. To strengthen the parking system, the cabinet has also agreed to install automatic parking meters most commer- cial hubs in the city. Though new metro lines and BRT cor- ridors have been approved to strengthen the public transport system in the capital, funding of these projects are yet to be explored.
Work on Mumbai Metro II to commence in early 2011

struction of the second metro project in Mumbai will start in early 2011. According to KP Maheshwari, head of the metro division of the company, the 32 km line will run from Charkop to Mankhurd via Bandra with 27 stations enroute. The MMRDA has proposed to extend the line to Dahisar of which the company agreed in principle. It has completed the preliminary engineering and design and the
topographical and geo-techni- cal surveys and construction should begin in the first quarter of calendar year 2011. The project, slated for com- pletion by 2015, has a conces- sion period of 35 years with an extension of 10 years. Reliance Infra is also develop- ing Mumbai metro-I on the Versova-Andheri-Ghatkopar (VAG) corridor, which is set to be commissioned next year, and the Airport Express Line of Delhi metro.
