Pelham Remembers its Veterans

Veterans Park on Mammoth Road in Pelham, veterans, families, and citizens gathered to pay respect and to honor our United States military veterans under the direction of Pelham VFW Post 10722 Commander Mark McCabe, who was assisted by American Legion Post 100 Commander Aram Jeknavorian. After greetings from Commander McCabe and a poem by Commander Jeknavorian, VFW Chaplain Fran Walfh offered prayers. Then, capping the ceremony nicely, Gabriel Hidalgo and Olivia Richard placed a wreath on the monument. That day, Pelham took the time to honor their veterans with utmost respect.

Zimmerman, Pack 25 Cub Scouts We all know that Saturdays can be roughly translated to “tight schedule ... or lots to do” for parents these days. However, the Den 8 Bear Cub Scouts from Pack 25 in Pelham managed to squeeze in one more stop at Home Depot in Salem this past Saturday, November 6.

Workshop, a free event that Home Depot offers at most locations the first Saturday of each month from 9 a.m. to noon. Just pop in and the kids have a blast. Each child receives a kit to construct with all the tools needed with instruction. They then leave with their completed project— this month’s was a spice rack, which will be a great holiday gift for Grandma. They

also get their very own orange smock and earn a pin, much like the badges our Scouts earn. As these Scouts work toward their Cub Scout Bear Badge, this activity completed one of their many achievements required to earn the rank of Bear. Selectmen Continue to Support Full Fire Department Staffing
by Barbara O’Brien Windham selectmen agree with Fire Chief Tom McPherson that, despite a significant amount of overtime having been paid so far this year, that the current policy of having five firefighters on duty per shift should continue. “As Fire Chief, I believe five is a safe number,” McPherson
told town officials during the November 8 Board meeting. “Below five would be inadequate,” he added. McPherson explained that keeping up with existing staffing levels is helping the fire department to keep up with operational demands. “I do not want to return to four firefighters per shift,” he emphasized. One of the major reasons for the higher-than-anticipated
level of overtime is that three members of the fire department are out on long-term disability. McPherson said that one person is out on family medical leave, one is out of work on a worker’s compensation injury, and the third is out on a disability claim. It is hoped that all three will be back on the job by the end of the year. McPherson explained that some of the overtime being paid is balanced by savings in regular salaries, due to other compensation being paid to the three workers who are currently off the job. “This is not a salary savings,” Selectman Bruce Breton insisted. “It is only a temporarily avoided cost.” As of November 8, a total of $309,000 remained in the regular salary line of the budget. Of the total $244,000 approved for overtime for 2010, about $49,000 was left as of the first week in November. Currently, McPherson said, an average of $6,000 per week is being paid in overtime wages. By the end of the year, McPherson estimates that the overtime budget could be over-expended by about $23,000. “This is a bad year,” Town Administrator David Sullivan said. “We’re right on target for the overall budget, though, even
if the overtime line is over-expended,” McPherson added. McPherson said he feels he is doing a good job of managing the budget by balancing salaries and overtime “while trying to keep up with the needs of the community.” As for the
bottom line of the 2010 fire department operating budget,
McPherson estimates that approximately $6,800 will be left over at year’s end. That is, of course, he said, if nothing else goes wrong between now and then. Selectman Galen Stearns reminded his fellow
selectmen that Town Meeting doesn’t approve individual line items in the budget, but the total bottom- line budget. Referring to fire department
activity, McPherson said that the increase in operational demand has been handled by maintaining staffing levels of five firefighters per shift. As of October 31, there had been 1,276 calls for service during 2010, approximately 400 of which were “simultaneous calls,” meaning that more than one incident was taking place at the same time. Selectman Roger Hohenberger wanted to know if McPherson could reduce the number of firefighters on duty from five to four during “slow times.” “There’s no guarantee of quiet time on any given day,” McPherson said. “That’s the nature of our business.” He also said that “it’s impossible to forecast operational demand or simultaneous calls,” emphasizing again the need for five firefighters on duty at all times. “The level of service has increased immensely” in recent years, the Chief added. staunchly supported McPherson’s contention that five firefighters are needed on each shift. “To reduce the number of firefighters would expose the town to other issues down the road,” he said.” “Let the Chief run his department,” McLeod said. Although no official
vote was taken by selectmen, the consensus was that Chief McPherson should continue staffing each shift with five firefighters. McPherson expressed his appreciation to the selectmen for their support.
