Community Know Home Rule Option info for Nov. 2 vote


In May, Chandler voters passed a one-time override of the state’s out-dated expenditure limit, according to Mayor Boyd Dunn.


“The vote was necessary due to a change in our election cycle,” he explains. “However, this measure only provided a temporary solution. Chandler’s voters will again need to address this critical issue at the November election when they consider Proposition 410.”


Proposition 410 is a local issue on the City of Chandler’s Nov. 2 general election ballot. The proposition is a measure submitted to the voters by the Chandler City Council asking for the continuation of the Local Alternative Expenditure Limitation, or Home Rule Option, for the City of Chandler. “The Home Rule Option is a method of limiting local spending,” Dunn continues. “The proposal does not permit the City to spend more than it receives, and will not result in an increase in taxes or the creation of new taxes. Actual expenditures will continue to be subject to the public budgeting process and the City’s fi scal policies. Chandler voters have approved a local alternative to the expenditure limit seven consecutive times since 1982.


Dunn submitted the following Q & A to better inform voters about this issue:


Q: What is the background of the Home Rule Option? A: At a special election held in June 1980, Arizona voters approved a constitutional amendment designed to limit the annual expenditures of all Arizona cities and towns. This was to be done using a formula that adjusted the municipality’s actual expenditures of local revenues – generally using fiscal year 1979-80 as


the base year – and permitted increased spending limits based on population growth and inflation since the base year.


Recognizing that a single formula might not be appropriate for all cities and towns, the amendment included some specific alternatives whereby cities and towns could make their own annual budget decisions “at home” if they felt the state formula would not be appropriate locally. Under this option the Chandler City Council could adopt a local spending limit and present it to their voters for approval, in an election held every four years.


Q: How do Chandler voters have control under Chandler’s “Home Rule” Option over the spending limit of the City? A: All cities in Arizona are required to have a balanced budget where spending cannot exceed available revenues. When Chandler voters approve exceeding the state-imposed spending limitation, the City Council – elected by Chandler’s citizens – adopts an annual budget limit each year after a public hearing allowing citizens’ input. That limit, based upon available revenues, cannot be exceeded in any given year. The Council then adopts a budget based upon that limit.


Q: What does a “Yes” vote on Proposition 410 mean? A: A “Yes” vote means you are in favor of giving the City’s elected officials the expenditure authority to set the City’s annual spending limit based upon available revenues.


Q: What does a “No” vote mean? A: A “No” vote means you are not in favor of giving the City of Chandler additional expenditure

Q: What does it mean if Proposition 410 passes? A: It will mean that for the next four years, Chandler will continue to adopt an annual budget such that spending does not exceed anticipated revenues.


Q: What does it mean if Proposition 410 fails? A: It will mean that for the next four years, Chandler must adopt an annual budget strictly based upon the outdated State Expenditure Limitation. This could result in the City needing to cut up to $206.5 million from the budget. These cuts would have a serious impact on our ability to provide essential services.
