The school district and the town need to work on their budgets together, McMahon said, adding that the annual deliberative session should be held jointly, with all the selectmen and all the school officials on the stage together at the same time, not conducting the meetings one after the other, as was done for 2010. “Budget time has arrived again,” McMahon

said. “We need to reach out to the School Board to discuss working on our budgets collaboratively.” McMahon suggested that a letter be sent to the superintendent’s office inviting school officials to join selectmen for a joint workshop in the near future. “We should have the sheriff deliver the letter,” Selectman McLeod said, to assure that it gets to the intended recipients. Selectman Hohenberger said he would like to see no increase in the proposed 2011 town budget. “I want to see the budget level funded again,” he said. “We should shoot for a zero- percent increase again,” Selectman Galen Stearns said. “I’d like to see it, but I’m not sure it’s feasible again.” “The only way to level-fund is to eliminate personnel or reduce services,” Sullivan responded. “I’d like to change the way we do business in the Town of Windham, while still maintaining services,” Breton said, saying that he was investigating ways to accomplish this goal. Selectman McLeod said he would like to see

the budget come in somewhere between level funding and what it would cost to maintain current services. “So much of the budget is non- discretionary,” McLeod commented. When asked if his budget could be level- funded, Fire Chief Tom McPherson said it could not because of union wage increases. Transfer Station Manager Dave Poulson said it would be “almost impossible” for him to come in with a level-funded proposal. “The amount of tonnage [solid waste] being brought in keeps going up,” Poulson said. “There has to be a price for the cost of doing business.” “Taxpayers are hurting,” McMahon said. “We are in a terrible situation.” Town officials need to look at each and every idea, he said, but “I don’t know if a zero-percent increase is attainable.” “If we’re going to support growth in spending, we
