Facilities Planning Committee Sets Criteria
by Barbara O’Brien “The heart of the problem is capacity.” That’s the belief of those
who comprise the newly formed School District Facilities Planning Committee; a sub-committee of the Windham School Board. According to Stephanie Wimmer, one of the members of the sub- committee, Windham has one of the highest number of students per class in the entire State of New Hampshire. The facilities planning committee had met twice when Wimmer addressed School Board members on September 7. Wimmer is one of the citizens who comprise the committee’s membership. The facilities planning committee was expected to hold its next meeting on September 13. According to Wimmer, the long-range planning committee is made up of four citizen members: Superintendent Frank Bass, Assistant Superintendents Roxanne Wilson and Amanda Lecaroz, School Facilities Coordinator Warren Billings, Special Education Coordinator Tina McCoy, School Principals Tom Murphy (high school), Dan Moulas (middle school), Kori Becht (Center School), and Debbie Armfield (Golden Brook). Wimmer said that committee members are currently reviewing population statistics, both current numbers and projected ones. They are also evaluating each facility in the Windham School District, including the SAU Building on Route 111 and the adjacent pre- school. Attempts are being made to forecast expectations five to 15 years into the future. Above all, Wimmer told school administrators, committee members want the process to be open and transparent. As for costs associated with any proposed future construction, those are expenses that still need to be determined. “Any way
you look at it, though, we’re going to be asking for more money,” Wimmer said. School Board Chairman Bruce Anderson said he would like committee members to find out what the cost of improving the town’s educational facilities might be if money was no object; then, conversely, to determine how cheaply the schools could be renovated or expanded. When that is done, Anderson said, he would like committee members to determine “the middle ground,” or “a cost range.”
Vice Chairman Ed Gallagher said he wants to be sure that members of the facilities planning committee take the whole town into consideration when coming up with a proposal, not just the school district. Gallagher said he wants committee members “to take the long view” as far as 20 years into the future, if possible. “It’s difficult to get residents to look 20 years out,” Wimmer responded. Wimmer said committee members will be working with the
architectural firm hired to assist with the process, and together, they will develop cost estimates. “The architects will be involved in the discussions,” Wimmer assured school administrators. School Board members voted to hire the architectural firm of Lavallee/Brensinger of Manchester, the same company hired to complete plans for the new Windham High School, prior to its actual construction. Roxanne Wilson emphasized the importance of making sure that
any school construction provides sufficient core facilities, such as the auditorium, media center, cafeteria, and gymnasium, which will allow for future expansion when needed. During an extended discussion, Wimmer presented nine criteria that the committee will be using in their studies and discussions.

submitted by NH Department of Education The College Board announced SAT (Scholastic Aptitude Test) scores for the class of 2010. New Hampshire continues to have a high participation rate; 77 percent of New Hampshire’s high school seniors took the SAT. New Hampshire also continues to perform above the national average. The mean scores were higher in critical reading, mathematics, and writing than the nation’s schools. Each section of the SAT is scored on a scale of 200-800. The score for critical reading was 520 compared to the national score of 501. The mathematics score was 524 and the national score was 516. In writing, the score was 510, with the national score being 492. This data is based on the performance of New Hampshire students from all schools—public, private, and parochial. The reports released today are based on the cohort of students who graduated high school in 2010 and participated in the SAT Program at any time during their high school careers. The SAT tests the subject matter learned by students in high
school and how well they apply that knowledge, the critical thinking skills necessary to succeed in college. The SAT is the benchmark standardized assessment of the critical reading, mathematical reasoning, and writing skills students have developed over time and that they need to be successful in college. As measures of developed verbal and mathematical abilities important for success in college, SAT scores are useful in making decisions about individual students and assessing their academic preparation. Because of the increasing public interest in educational accountability, aggregate test data continues to be widely publicized and analyzed. Aggregate scores can be properly used as one indicator of educational quality when used in conjunction with a careful examination of other conditions. However, not all students in a high school, district, or state take the SAT. Since the population of test-takers is self-selected, using aggregate SAT scores to compare or evaluate teachers, schools, districts, states, or other educational units is not valid, and the College Board strongly discourages such uses. The SAT helps college admissions officers make fair and informed admission decisions. Combined with a student’s academic record, it is a proven, reliable indicator of college success. SAT enrolled in college. The statewide results of the College Board Advanced Placement (AP) exams were also released today. The Advanced Placement (AP) program offers high school students academically challenging college-level courses in a variety of subject areas. In all, 5,987 New Hampshire students participated in the AP program (up 1.4 percent from 2009), taking a total of 9,477 AP exams (up 1.5 percent from last year). Participation by traditionally underrepresented students increased in every category since 2009, with the exception of black students. Sixty-two participated in 2009, with 49 participating in 2010. AP exams are scored on a scale of one (lowest score) to five (highest score). Seventy- five percent of New Hampshire exams were scored at three or higher (up three percent from 2009). A score of three or above is considered demonstrating college level mastery of the content.

School administrators added another two criteria to the list, all of which received “the School Board’s blessing.” The criteria to be used by facilities planning committee members include:
1. To meet the capacity needs of both current and future student populations;
2. To establish class sizes that meet the target level as determined by the School Board;
3. To provide a safe learning environment for all students; 4. To meet the technological needs of students; 5. To meet the needs of all Special Education students; 6. To meet the extra-curricular needs of each student; 7. To meet the needs of administrative and faculty members;
8. To ensure the most economical use of school district land and buildings;
9. To provide space that can also be used by the community for certain events/purposes;
10. To take a holistic view when planning facility renovations or construction;
11. To assure that all core facilities are sufficient for future expansion.
