is preparing to take quick action on restrictions for Internet Sweepstakes gaming machines before the town’s moratorium on new licenses expires April 13. Council set a public hearing for


April 1 to consider adopting zoning restrictions on businesses housing the gaming terminals. Te restrictions will mirror the


town’s ordinance regarding adult businesses, including keeping the terminals 1,000 feet from day cares, churches, parks and schools. Tere will also be distance restrictions from residential areas, ABC-licensed es- tablishments and businesses housing similar gaming units. Businesses applying for a new


license after April 13 will not be al- lowed to carry more than three units. Weaverville Town Manager Mike Morgan said businesses with already more than three will be exempt, al- though they will not be allowed to add more machines. Weaverville Police Chief Greg Ste-


phens reported he has identified 16 units inside town limits. Te basic premise of the Internet


Sweepstakes allows participants to buy a prepaid phone card with an awarded premium of entering what


the sponsoring companies are calling a sweepstakes. Te games have a finite set of winners and require no skill or chance, a reason courts have used to maintain their legality. Council is also hoping to pass an


ordinance on registration for the gam- ing terminals, such as a tax per ma- chine, before the 60-day moratorium expires. Council voted to increase the privilege fee per business to $2,600 a year in February. In other news, several residents and


one council member spoke passion- ately about the need to develop a dan- gerous dog ordinance in Weaverville. Rebecca Manske said she has had


a problem with a neighborhood dog owner for the four years she and her family have lived in Weaverville. With young children, the Manskes built a fence so their children could play without threats from the dog. According to Manske, the dog is


responsible for at least three attacks. She feels the town’s 15-year-old ordi- nance is not effective. “Any ordinance that allows this dog


to attack again and again is grossly in- adequate,” she said. Stephens said the Buncombe Coun-


ty Sheriff’s Office has picked up this dog but charges were later dismissed and Manske’s husband Rick cited gaps between Buncombe County, Asheville and Weaverville ordinances
