UKroads safest in EU
THEUKhas the lowest number of road deaths in theEU,according to newfigures. Based on deaths per one million
people, theUKhad just 38 fatalities in 2009, statistics fromthe European Commission (EC) showed. Thenext ‘safest’ countries were
Sweden and Holland, eachwith a figureof39,while the most ‘dangerous’ countries were Greece and Romania (130 deaths each). TheUKannual death rate has
fallen 35 per cent in the years between 2001 and 2009 against anEUaverage fall of 36 per cent. Thefigures were published as the
ECadopted plans to reduce the number of deaths on Europe’sroads by half in the next 10 years. Siim Kallas, the EC’svice-
president responsible fortransport, said: “A hundred people die every day on Europe’sroads.Wehavemade good progress since 2001 and we have succeeded in saving nearly 80,000 lives. “But the number of fatalities and
injuries on our roads is still unacceptable.Wearelooking atwhat kind of cars motorists drive, where they drive and howthey drive and we want to cut road deaths in half by 2020.” TheUK’sRoyal Society forthe
Prevention of Accidents welcomed the plans.
Senior Tory calls for radical pay-as-you-drive scheme
A“TRULYRADICAL”pay-as-you-drive scheme forBritain’s motorways should be introduced to help the country switchtoa low-carbon economy, asenior ToryMPsaid. Tim Yeo, whochairs the Commons
Energyand Climate ChangeSelect Committee, has called fordrivers to be charged based on emissions and time of traveltopromote green vehicle choices and cut peak time congestion. He also urged ministers to consider the
‘overdue’ privatisation of Britain’s motorwaynetworktofund investment in high-speed rail and road improvements. And Mr Yeo, aformer environment
minister, warned the Government his committee would ‘expose’ any‘slippage’in the Coalition’s commitment to green policies. TheSouth SuffolkMP,who chaired the
Commons Environmental Audit Committee during the last parliament, wrote abook called Green Gold: TheCase ForRaising Our Game On Climate Change. In it he put forwardapackage of
measures to accelerate the UK’smovetoa low-carbon economy–whichheargues would provide largefinancial rewards in the long run. They included apersonal carbon credits scheme, morerenewableand nuclear power
to improveenergy security, strict new building standards backed by tax changes to reward those whoinvest in energy efficiencyand aglobal approach. But among the most
radical measures were the proposals to decarbonise the transportsystem by incentivising low emission vehicles, privatising the motorways and introducing road pricing. “So farmost
politicians have been reluctant to embrace the hugepotential whicha trulyradical road pricing system offers,” Mr Yeosaid. “Allied to the overdue privatisation of
Britain’s motorways this could fund both moreinvestment in better roads and the immediate development of high speed rail. “Since it could also payfor acut in fuel
duty the upshot would be acut in the cost of driving fordrivers whomakelittle use of motorways, agroup whichincludes many rural residents forwhom car ownership is
anecessity, regardless of wealth.” Noting David Cameron’s ‘personal commitment’ to green issues,MrYeo said therewerea‘significant number’ of climate changesceptics on the Conservativebenches. But he argued the alliance with the
Liberal Democrats would benefit the Prime Minister because ‘it will makeiteasier for him to resist pressurefromelements within the Tory party to abandon some policies’.
