The public meeting, which lasted all of 11 minutes before the Board went into private session, included Lyons reading a prepared statement announcing Sistare’s resignation. “There has been a lot of speculation about

our town manager and we’re going to put that speculation to rest tonight,” Lyons said. He then read from the prepared statement. “Mr. Sistare’s letter of resignation states that he is resigning for medical reasons. Mr. Sistare has been on active duty with the United States Army for treatment of his prostate cancer since late 2009, and that treatment will continue until at least November 2010.” The statement also said “that Sistare could have returned to the Board at the conclusion

of his military duty if his medical condition allowed him to return.” The statement also noted that the decision
was “in the best interest of the him [Sistare], his family and the town to resolve this uncertainty. Accordingly, the town has accepted his resignation in return for a severance payment of $121,000.” Lyons said that the severance payment would be taken from money that is already in the employee expendable trust fund. Sistare was hired in June 2007 while still serving on active duty in Iraq, and was the former town manager of Jaffrey. He received an annual salary of $118,000, and his contract was due to expire in September. After reading the statement, the Board
voted to have interim Town Manager Henry LaBranche draw up a document outlining the job description that would govern future town managers and to begin a search for Sistare’s replacement.
