Sound science informs sound policy at every level of government. And the case for climate action just got easier to make with NASA’s and NOAA’s recent launch of two websites that present the best available climate science with clarity and compelling detail. The sites cut through noisy blogosphere rants and partisan suggestions that climate change is a hoax; the overwhelming evi- dence, framed in articles, videos, and graphs, shows clearly that ours is a warming world and that climate action is imperative. Local governments can pull the basic infor-
mation from NASA’s “A Warming World” site—key indicators, evidence, causes, uncertainties—for their own websites or for community education efforts. But NOAA’s Climate Services website may be even more useful, with detailed, regional data on climate changes and predicted impacts (tem- perature, droughts and floods, sea level rise), as well as teaching resources and links to regional NOAA partners, including state climatologists and prediction centers.

LESS GUESSWORK IN YOUR CLIMATE ACTION PLANNING
How do you know if the emissions reduction mea- sures you’re considering will give you the most bang for the buck? Consult CAPPA. The Climate & Air Pollution Planning Assistant (that’s CAPPA to you) is a free, Excel-based tool launched by ICLEI in early 2010. CAPPA is designed to help U.S. local gov-
ernments identify and explore potential oppor- tunities to reduce greenhouse gas emissions and other air pollution. CAPPA provides a start- ing point for two major tasks: determining an achievable emissions reduction target and se- lecting strategies to include in a local govern- ment operations or community-scale climate action plan. CAPPA users can compare the rela- tive benefits of a wide variety of energy and emissions reduction and clean air measures, and identify those most likely to be successful for their community based on its priorities and constraints.
