scheme and to ensure that the scheme assesses individuals in a fair and consistent manner we piloted our first assessments in late May 2010.


A Te piloting process consisted of four


individuals, two operatives and two supervisors. Te operatives’ centre based assessments were completed over two days and the supervisors’ assessment lasted a half-day. Te supervisors’ final day’s assessment will be on-site to run in tandem with a site audit.


Te pilot had four core aims to satisfy:


1. Ensure the practical assessment reflected accurate site work.


2. Teory assessments were adequate in testing candidates’ knowledge.


3. Assessors undertaking assessment are consistent and accurate in their assessment practice.


4. Assessments are run efficiently and effectively.

Piloting the ARCA Competency Scheme


Te practical assessment facilities were an


accurate representation of asbestos removal works many operatives will face. All equipment was made available to all candidates to enable them to prove that they understood how to complete the tasks. In addition this is supported with a Plan of Works that was sent out prior to them attending so that they are briefed as to the type of work they would be undertaking.


Teory based assessments were well received,


that is, it was in a format that candidates had already experienced when attending training courses.


Dual assessing took place on both pilot days.


Tis entailed two assessors shadowing the candidate and agreeing assessment decisions. Each day a summary of performance was given to each assessor and improvements to the assessors technique suggested.


Te assessment for each day took careful


planning to avoid candidates waiting too long to be assessed; much of the initial planning took place as a desk top exercise. It is only when you actually undertake assessments that timings for each task become clear. Often during the assessment process we have found that we over estimated how long it would take individuals to perform tasks.


Following on from the findings of the pilot


scheme we have revisited the assessment documentation to streamline and de-duplicate the tasks. Secondary piloting has been booked in for early part of July 2010 to re-trial the findings from the initial piloting.
